PUBLIC PARTICIPATION

Neil Hildreth addressed the Councillors on subjects relating to the opening of the Co-op and incidents on the Green.

04.164 - DECLARATION OF INTEREST ON ANY MATTERS OF BUSINESS

There were no declarations of interest.

04.165 - TO RECEIVE APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors Hook, Reese, Richardson, Tomlinson and Watson.

04.166 - TO APPROVE THE MINUTES OF THE MEETING HELD ON 13 SEPTEMBER 2004

The minutes of the previous meeting having been circulated and read were accepted and signed as a true record.

04.167 - MATTERS ARISING

  1. Reinstatement of the Green where it has been damaged by McAlpines (Min. 04.127a)
  2. No action has yet been taken by Baron Landscape.

    04.170 - PLANNING COMMITTEE REPORT

    04.170a - Plans pending and Planning Committee Comments

    Prior to the meeting the Clerk had circulated the list of plans and comments made by the members of the Planning Committee on each planning application received.

    04.170b - Councillors' comments

    Under the recently introduced City Council's delegation scheme objections to planning applications by Parish Councils do not necessarily go to City Councillors. Councillor Hopton asked that any plan objected to by the Parish Council should be notified to one of the City Councillors so that they are made aware of the parish Council's decision.

     

    04.171 - HIGHWAYS FOOTPATHS & LAMPPOSTS

    1. Vandalism

    Vandalism to the phone box on the Green was reported. After discussion the Councillors directed the Clerk to write to BT to ask for the usage figure for the phone box so that the Councillors can decide whether or not to support the continued presence of the box.

    1. More fly tipping in Newlands Lane was reported. The City Council is to be informed.
    2. The level of fines for dropping litter was discussed. It was agreed that the Parish Council should ask Andy Williams for his opinion that the City Council and Parish Council should split fines on a 50:50 basis.
    3. The incidence of speeding cars was discussed. The Clerk was directed to ask PC Fickling if he had used a speed gun since he undertook training.

    04.172 - VILLAGE GREENS

    1. Trees -

    The Clerk read a letter from Mrs Wright who asked if the branches on the tree opposite her house could be cut back. It was agreed that the Chairman and the Clerk would undertake the task.

    The "Clive Railton" seat had been removed to prevent the possible injury to any resident who sat on it.

    04.173 - TO RECEIVE COMMITTEES' REPRESENTATIVES REPORTS

    1. Councillor Kirby-Brown reported on the Youth Service Restructuring meeting that he and Councillor Reese had attended on 20 September. It was agreed to put the subject on the November meeting agenda.
    2. Councillor Pannell reported on the YLCA York Branch meeting held on 7 October. Councillor Steve Galloway had attended the meeting and he and Councillor Peter Powell had signed the Charter. Councillor Galloway explained why York is short of cash.

    04.174 - TO CONSIDER THE POLICE RESPONSE REGARDING CRIME REPORTS

    Commander Bell's address to the Joint Parish Council meeting was reported. Police resources are concentrated on crime hotspots in York. York itself is a relatively low crime area. The crime figures for Rural West York Ward of which Poppleton is a part are not easily available.

    04.175 - TO CONSIDER A REQUEST FOR A PUBLIC MEETING TO DISCUSS CRIME AND DISORDER IN THE POPPLETONS

    It was agreed that the way forward was to hold a Neighbourhood Watch Awareness Day when the police, Neighbourhood Watch and Mayfair Security would be invited to attend. Councillor Kirby-Brown expressed interest in organising the Day. The Clerk was asked to send details of PC Fickling to Councillor Kirby-Brown who said he would consult with Councillors Hook and Tomlinson.

    04.176 - TO DISCUSS THE PROPOSED INTRODUCTION OF A 40 MPH SPEED LIMIT ON THE A59 BETWEEN TRENCHARD ROAD AND NORTHFIELD LANE.

    It was agreed that the City Council's proposal to introduce a 40-mph limit was to be supported. However, the Councillors agreed that the limit should be extended to include all the A59 up to Hodgson Lane.

    04.177 - TO DISCUSS CAR PARKING IN THE VILLAGE IN GENERAL

    It was agreed that the Parish Council should investigate what rights it possesses to restrict parking in the car parks on the Green.

    04.178 - TO AGREE TO REPLACE THE "CLIVE RAILTON" SEAT IN HODGSON LANE

    Before making a decision on replacing the seat it was agreed that Councillor Gillies ask Mrs Railton if she would like to have another seat installed in place of the "Coronation Seat" which was recently removed.

    04.179 - TO AGREE THE PARISH COUNCIL'S RESPONSE TO THE GREEN BELT WORKING GROUP'S PROPOSALS

    It was agreed that the Parish Council accept the working group's proposals as amended by Councillor Hopton.

    04.181 - TO AGREE ACTION ON COUNCILLOR WATSON'S REPORT ON THE CONDITION OF THE SEATS IN THE VILLAGE

    It was agreed that Ken Falkingham be asked to quote for carrying out the repairs outlined in the schedule of the condition of the village seats prepared by Councillor Watson.

    04.183 - TO RECEIVE COUNCILLORS' COMMENTS

    Councillor Hopton mentioned that, given that the litter bin by the bus shelter was to remain where it was, two more litter bins would be considered by the Ward Committee.

     

    04.180 - TO DISCUSS THE CO-OP'S OPENING HOURS AND DELIVERY TIMES

    Councillor Bunyan declared prejudicial interest in this subject and retired from the meeting. The Clerk had sent a letter inviting the Area Manager of the Co-op to the meeting. Unfortunately, owing to a mix up of dates he was unable to attend.
