Minutes of the meeting of UPPER POPPLETON PARISH COUNCIL held on Monday 11 March 2002 at 7.30pm in All Saints Church Hall, Upper Poppleton, York.

02.043 - APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors J A Hook, A J Peck, Mrs K M Richardson, P Tomlinson and Mrs R Watters.

02.044 - MINUTES OF THE PREVIOUS MEETING

Having been circulated and read the minutes were accepted and signed as a true record.

02.045 - MATTERS ARISING

  1. Blairgowrie verge (Min. 01.104)

The Clerk reported that

  1. 30mph limit in Hodgson Lane - Traffic calming measures costings (Min. 01.125.1c)

A letter had been received from the City Council's Highways Regulation Department asking for a detailed brief of the Parish Council's requirements before they could provide an estimate of the costs. The Councillors agreed that the Highways Regulation Department should be informed that traffic calming measures in Hodgson Lane were now to be considered as part of the overall village plan for traffic calming as agreed at the Joint Parish Council meeting held on 4 February 2002.

  1. Village signs (Min. 01.161b)

The Clerk reported that the City of York Council's Commercial Services Department had laid the foundations for the two signs. The York stone carving should be ready in two weeks time.

 

  1. Geoff Walker Memorial Seat (Min. 02.017)

The Clerk reported that he had circulated the proposal to install the seat outside 37 Station Road to the residents in the immediate vicinity after which he had received several objections to the plan. The Councillors agreed that the seat should be installed elsewhere. The Clerk was directed to ask Mrs Adams if she would agree to the seat being installed at the other side of the railway crossing. If Mrs Adams were agreeable then he would circulate the houses in the vicinity and report back at the April meeting.

Neighbourhood Watch (Min. 02.023b)

Councillor Thompson had again contacted Deborah Lynch, the Neighbourhood Watch co-ordinator who reported that

"Unfortunately the NW office is closed over the Christmas period and having spoken to the volunteers who operate the system the burglaries were not picked up on until their return to work on the 7th January. The volunteer in question assures me he made a sound decision in not sending a Ringmaster message due to the time lapse between the burglaries and the information being trawled and also the quality of information on record i.e. no suspect ID and no specific goods stolen reported on file. Also a number of broadcasts had been done prior to Christmas warning about sneak in theft and burglary being more prevalent during the Christmas period, and I do feel he was correct in this.

Whilst we make every effort to broadcast information as appropriate I'm afraid this was not possible on this occasion.

With regard to the number of Co-ordinators becoming involved in Poppleton, only two people responded to my communication. One lady was a re-register, whilst the other was a new scheme. In addition we have had two or three more enquiries about setting up schemes in Poppleton of late.

Once the audit is complete I will send out an updated list of streets covered and members to you."

  1. Change of Bus Route (Min. 02.028j)

The Clerk read a letter from Councillor Peck who conveyed the concerns of residents in Station Road that the construction of a rising bollard in Low Poppleton Lane and the proposed change to the route of the buses would leave the residents of Station Road without a means of transport into the village and back.

After the February meeting the Clerk had written to the City Council to ask that alternate buses were directed down Station Road. First York had replied that they were unwilling to consider this as it would make the service over complicated.

In view of this, the Councillors agreed that the existing bus route through the village should remain unchanged and that another bus route be created using Low Poppleton Lane as the entrance and exit to the village. Councillor Thompson was deputed to give the Parish Council's revised opinion at a meeting of the City Council's Planning and Transport North-West Area Sub-Committee meeting to be held on 12 March at the Poppleton Community Centre.

02.046 - FINANCE

The Clerk presented the Councillors with a detailed report showing the actual income and expenditure for the year for the period to 11 March 2002. The report showed that, after adjusting for the items of expenditure listed below, the bank balances at 11 March were:

02.047 - PLANNING COMMITTEE REPORT

02.047.1 - Plans pending and Planning Committee Comments

The Clerk presented the list of plans and comments made by the members of the Planning Committee on each planning application received. The list is attached as Appendix 1 at the end of these minutes.

02.047.2 - Councillors' comments

No comments

02.047.3 - Report on visit to Greenthwaite

Councillors Walker and Pannell had visited Greenthwaites and had no objections to the front being made good. The Clerk was asked to arrange for Mr Britton to contact Mr Walker so that they could discuss the restoration of the frontage of the property now that the extension had been completed.

02.047.4 - Parish Plan (Village Design Statement)

No report

02.048 - HIGHWAYS FOOTPATHS & LAMPPOSTS

  1. Vandalism

  1. The Clerk reported that the "Turn Engines Off" signs had been removed from the lampposts near the railway crossing. He had asked David Atkinson, the City Council's Chief Executive, for help and had reported the theft to the police. The Clerk had spoken to Adrian Nixon, the signal box man, who had not seen who removed the signs.
  2. It was reported that both the School Court signs were missing.

  1. Community Centre verge.

In the absence of Councillor Watters discussion on this subject was deferred.

  1. Other reports

Councillor Thompson reported that the road surface at the end of Dikelands Lane near Main Street was breaking up.

02.049 - VILLAGE GREENS

  1. Trees

The Clerk reported having received and circulated a report from Ryland Horticulture that detailed the problems with the lime tree on the Green near the Chapel. The report said that the tree is showing the presence of decay fungus and major deterioration of the wood and is now a borderline case as far as major trunk failure is concerned. It was recommended that the tree should be removed and replaced. The cost for removal and stump grinding would be £740.00. The Clerk had passed the report to Miriam Addy of the City Council who would have to give approval to the work as the tree is in the Conservation Area. At the time of the meeting no response had been received.

  1. Events

  1. Permission was given for the erection of an Easter Cross on the Green
  2. Permission was given to hold a Joint Church Service on the Green on 2 June.
  3. Permission was given to hold a Children's Sports Day on the Green on 3 June.

  1. Maintenance

It was agreed that the daughter of John Selby could put a new plaque on his memorial seat on the Green to incorporate her mother's name.

02.050 - CORRESPONDENCE

02.050.1 The Clerk either read or referred to the following correspondence

  1. A letter from the Headteacher of Manor School giving details of the new admissions policy which will see an increase in the number of places for the local community from 25% to 40%.
  2. A letter from Ken Spence, the City Council's Road Safety Officer, thanking the Joint Parish Council meeting for the comments and advising that a report reviewing all the village studies that have been undertaken should be completed in May at the earliest.
  3. A letter from the City Council advising that Main Street, Nether Poppleton will be closed for a further two weeks as there had been delays owing to poor weather conditions including river flooding.
  4. A letter from Brownill Vickers, Chartered Surveyors in Sheffield, advising that Sean Singleton has applied to the York Licensing Justices to be the new licensee of the Red Lion Motel.
  5. A letter from POPSOC thanking the Parish Council for the donation of £200 to be put towards the training budget.

02.051 - WARD COMMITTEE

The next Ward Committee meeting will be held on 23 April at the Community Centre in Main Street, Upper Poppleton.

02.052 - CPRE MEMBERSHIP - £25

It was agreed that the Parish Council should subscribe to the Council for the Preservation of Rural England given that there was a perceived threat to the traditional planning rights of Parish Councils.

02.053 - PLANNING GREEN PAPER CONSULTATION

The Clerk read a report received from the YLCA which recommended that comments on the Green paper should be sent directly to the DTLR. As the deadline for comments was 18 March 2002 it was agreed, after discussion, that the Clerk should respond on behalf of the Parish Council making the points expressed at the meeting.

02.054 - QUALITY PARISH COUNCILS

Councillor Tomlinson had provided nine photocopies of the "Quality Parish and Town Councils - A Consultation Paper" and these had been circulated to the Parish Councillors. It was agreed that, in the absence of five Councillors it would be better to defer discussion on the subject until the April meeting.

02.055 - QUEEN'S GOLDEN JUBILEE CELEBRATIONS

The Clerk reported having had no response from the Parish Councillors' chosen co-ordinator. Councillor Hopton said that the person in question didn't have the time available that would be needed. She reported that there is to be a meeting at the Community Centre at 7.30pm on 14 March to discuss the Jubilee celebrations.

02.056 - COUNCILLORS' COMMENTS

There were no comments from the Councillors.

02.057 - DATE OF NEXT MEETING

Monday 8 April 2002 at 7.30pm. It will be preceded by the Annual Assembly at 7.00pm. Both meetings will be held in the Main Hall at the Methodist Church Hall.

There being no other business the Chairman closed the meeting at 10.29pm.
