Minutes of the meeting of UPPER POPPLETON PARISH COUNCIL held on Monday 13 March 2000 at 7.00pm in All Saints Church Hall, Upper Poppleton, York.

00.35 A PRESENTATION BY A REPRESENTATIVE FROM THE CITY OF YORK COUNCIL'S TRANSPORT PLANNING UNIT

Mark Finer from the City of York Council informed the meeting about the Council's five-year plan for transport in the City. Subjects referred to included funding, pedestrian zones, traffic trends, air quality assessment, air quality management areas, road safety and public consultation. The chairman thanked Mr Finer for his presentation.

Accepted and signed as a true record.

At this point in the meeting Councillor Parker proposed that the meeting should finish at 10.00pm. All the Councillors were in favour of this proposal.

00.38 MATTERS ARISING

  1. Relocation of street light (Min 99.35.5)

The Clerk read a letter from the City of York Council in which it stated that the extra lamppost (column 13) near the Community Centre would be transferred to the site by the new entrance to the tennis courts when funds permitted.

  1. Maypole hooks (Min 99.99d.i)

Councillor Walker reported that the new maypole hooks had been put in place.

No more news on this item.

Blairgowrie trees (Min 99.111i)

The Clerk read a copy of a letter sent to Susan Knowles, the City of York Council Landscape Architect, by Carter Jonas. The letter gave the name of Mrs Bleasdale's solicitor and said that Carter Jonas had informed the solicitors about the trees at Blairgowrie.

  1. 30mph limit (Min 99.130c)

The Clerk read a letter received from the North Yorkshire Police. The letter pointed out that regarding the movement of speed limits "… there is guidance from the DETR as to what criteria has to be met. As well as this there is a need for the road to fit the proposed limit by its appearance to the road user and the character of its surrounding infrastructure. In the case of Hodgson Lane it is the view of the Police that any further movement of the limit towards the A59 will seriously undermine this policy and create a situation that is unworkable and unenforceable. To this extent the Police will continue to object to any movement of the limit from the present position at the obvious start to the village boundary".

  8. The Chairman reported that there had been an article printed in The Evening Press regarding the proposed signs. Councillor Smith had been quoted as saying that the Parish Council would not wish to spend £190 on a planning application for the signs if it wasn't certain that the City of York Council would support the application. Councillor Smith also reported that his wife, Pat, had been to a W.I. Science Seminar in Oxford where she learned that switching your car engine on and off for short stops actually produces more pollution than letting the engine idle.

  10. Councillor Parker reported that she had met with Julie Hurley, the City Council’s Principal Traffic Engineer who had agreed, in principle, the location of the village signs.

  12. Councillor Parker reported that some of the potholes have been filled.

  14. The Chairman reported having contacted Mr Edwards and hoped that the new meter would be installed within a week.

The Councillors again discussed the parking of the white vehicle and asked the Clerk to write to PC Richardson to ask for her assistance.

00.39 FINANCE

  1. Financial Report;

The Clerk presented the Councillors with a detailed report showing the actual income and expenditure for the period to 13 March 2000. The report showed that the bank balances at 13 March were: -

00.40 PLANNING COMMITTEE REPORT

00.40.1 Plans pending

The Clerk presented the list of plans and comments made by the members of the Planning Committee on each planning application received. It was agreed that from this meeting onwards this list should be part of the minutes and attached as Appendix 1 at the end.

00.40.4 Councillors’ comments

  1. Councillor Hopton advised the meeting that the application by Nairobi Stables had been changed so that the pond would be for a fish farm only and not for angling use.
  2. Councillor Smith drew attention to the fact that the Community Centre application for an extension was submitted in the name of the Parish Council without prior approval by the Parish Council. It was agreed that any future application in the name of the Parish Council must be authorised by the Parish Council in advance. The Clerk was directed to write to the Community Centre Management Committee advising the members of this fact.
  3. Councillor Parker advised the Councillors that work on the new footpath down Northfield Lane should be started within the week.

00.41 HIGHWAYS FOOTPATHS & LAMPPOSTS

  1. Vandalism;

  1. It was reported that the directional sign to the Community Centre, situated on a post on the Green, had been turned to point down Station Road. The Clerk was directed to ask the City of York Council to remedy this.
  2. The Ebor Way sign at the corner of Dikelands Lane has been blacked out.

  1. Mini-roundabout, Millfield Lane

The Councillors discussed the plans for the mini roundabout and concluded that it was inappropriate.

00.43 VILLAGE GREENS

  1. Trees;
  2. It was reported that a weeping lime tree has been planted in Chantry Green by Mr Gregory and an oak tree planted at the corner of Westfield Lane and Hodgson Lane.

  3. Maintenance.

  1. The Councillors discussed the two quotations received for cutting the grass in the village greens for the years 2000 and 2001. It was agreed that the quotation from Farm & Land Services be accepted subject to Councillor Parker meeting the director, Alasdair Downie, and checking that they had included all the grass within the Greens area in their quotation.
  2. It was reported that the edging of the grass around the Green had been completed and the result looked fine.
  3. It was also reported that the new turf by the maypole had been laid.

  1. Events

John Craven had written to ask if the Councillors would agree to tables and chairs being out on the Green by the Methodist Chapel for the provision of teas on 1-2 July, the dates of the Poppleton Garden Trail. The Councillors agreed to this request and the Clerk directed to inform Mr Craven accordingly.

00.45 YORK HOUSE - PLANNING APPEAL

The Inquiry into the appeal by Mr Morgan against the decision of the City of York Council to disallow some of the alterations to the building of York House will be held at the Community Centre on 3 May 2000. Councillor Thompson read through a list of points he had been asked to draw up with regards to the history of the planning application on York House. In order that the Parish Council’s opinion could be made known to the Inquiry the Clerk was directed to write to the Secretary of State for the Environment at Bristol enclosing a list of these points and conveying the Parish Council’s disapproval of the whole matter.

00.46 SPORTS FIELD DONATION

It was agreed that this item should be deferred to the April meeting.

00.48 SUBSCRIPTION TO SLCC £41.00

The Councillors agreed to the payment of the current year’s subscription to the Society of Local Council Clerks.

00.49 MINSTER BELLS APPEAL

After discussion the Councillors agreed that the Parish Council would take no action on this subject.

00.50 CORRESPONDENCE

00.50.1 There was no correspondence to read to the Councillors other than that mentioned above or circulated as per the minute below.

00.51 COUNCILLORS' COMMENTS

00.51.1 Councillor Richardson and Councillor Watters

Spoke for all the Councillors when she reported having received numerous complaints about the smell that had hung over the village for several days. It was reported that the smell was due to the spreading of turkey manure on some local fields.

00.51.2 Councillor Thompson

  1. Asked if a lamppost in Westfield Lane could be moved towards Hodgson Lane so that the light illuminated both Lanes.

00.51.3 Councillor Walker

  1. Reported having removed most of the graffiti from the bus shelter on the Green.
  2. Asked that the purchase of the York Stone inserts be put on the agenda for the April meeting.

        00.51.4 Councillor Parker

  1. Asked if there had been any progress on the swimming pool that was the project chosen by the villagers at a meeting at the Community Centre last year. The Clerk was directed to find out if any progress towards a new pool had been made.
  2. Asked if the public refuse collection point in Beckfield Lane would be closed when the new site at Harewood Whin was opened.
  3. Asked that the problem of fly tipping in the passing places in Newlands Lane be put on the agenda for the April meeting.

00.52 DATE OF NEXT MEETING 10 April 2000 at 7.30pm before which there will be the Annual Meeting commencing at 7.00pm.

There being no other business the Chairman closed the meeting at 10.02pm.
