Minutes of the meeting of UPPER POPPLETON PARISH COUNCIL held on Monday 13 March 2000 at 7.00pm in All Saints Church Hall, Upper Poppleton, York.

00.35 A PRESENTATION BY A REPRESENTATIVE FROM THE CITY OF YORK COUNCIL'S TRANSPORT PLANNING UNIT
Mark Finer from the City of York Council informed the meeting about the Council's five-year plan for transport in the City. Subjects referred to included funding, pedestrian zones, traffic trends, air quality assessment, air quality management areas, road safety and public consultation. The chairman thanked Mr Finer for his presentation.

Accepted and signed as a true record.
At this point in the meeting Councillor Parker proposed that the meeting should finish at 10.00pm. All the Councillors were in favour of this proposal.
00.38 MATTERS ARISING
The Clerk read a letter from the City of York Council in which it stated that the extra lamppost (column 13) near the Community Centre would be transferred to the site by the new entrance to the tennis courts when funds permitted.
Councillor Walker reported that the new maypole hooks had been put in place.
No more news on this item.
Blairgowrie trees (Min 99.111i)
The Clerk read a copy of a letter sent to Susan Knowles, the City of York Council Landscape Architect, by Carter Jonas. The letter gave the name of Mrs Bleasdale's solicitor and said that Carter Jonas had informed the solicitors about the trees at Blairgowrie.
The Clerk read a letter received from the North Yorkshire Police. The letter pointed out that regarding the movement of speed limits "… there is guidance from the DETR as to what criteria has to be met. As well as this there is a need for the road to fit the proposed limit by its appearance to the road user and the character of its surrounding infrastructure. In the case of Hodgson Lane it is the view of the Police that any further movement of the limit towards the A59 will seriously undermine this policy and create a situation that is unworkable and unenforceable. To this extent the Police will continue to object to any movement of the limit from the present position at the obvious start to the village boundary".

The Chairman reported that there had been an article printed in The Evening Press regarding the proposed signs. Councillor Smith had been quoted as saying that the Parish Council would not wish to spend £190 on a planning application for the signs if it wasn't certain that the City of York Council would support the application. Councillor Smith also reported that his wife, Pat, had been to a W.I. Science Seminar in Oxford where she learned that switching your car engine on and off for short stops actually produces more pollution than letting the engine idle.
Councillor Parker reported that she had met with Julie Hurley, the City Council’s Principal Traffic Engineer who had agreed, in principle, the location of the village signs.
Councillor Parker reported that some of the potholes have been filled.
The Chairman reported having contacted Mr Edwards and hoped that the new meter would be installed within a week.
The Councillors again discussed the parking of the white vehicle and asked the Clerk to write to PC Richardson to ask for her assistance.
00.39 FINANCE
The Clerk presented the Councillors with a detailed report showing the actual income and expenditure for the period to 13 March 2000. The report showed that the bank balances at 13 March were: -

The Clerk presented the list of plans and comments made by the members of the Planning Committee on each planning application received. It was agreed that from this meeting onwards this list should be part of the minutes and attached as Appendix 1 at the end.

00.43 VILLAGE GREENS
It was reported that a weeping lime tree has been planted in Chantry Green by Mr Gregory and an oak tree planted at the corner of Westfield Lane and Hodgson Lane.
John Craven had written to ask if the Councillors would agree to tables and chairs being out on the Green by the Methodist Chapel for the provision of teas on 1-2 July, the dates of the Poppleton Garden Trail. The Councillors agreed to this request and the Clerk directed to inform Mr Craven accordingly.

00.45 YORK HOUSE - PLANNING APPEAL
The Inquiry into the appeal by Mr Morgan against the decision of the City of York Council to disallow some of the alterations to the building of York House will be held at the Community Centre on 3 May 2000. Councillor Thompson read through a list of points he had been asked to draw up with regards to the history of the planning application on York House. In order that the Parish Council’s opinion could be made known to the Inquiry the Clerk was directed to write to the Secretary of State for the Environment at Bristol enclosing a list of these points and conveying the Parish Council’s disapproval of the whole matter.

00.48 SUBSCRIPTION TO SLCC £41.00
The Councillors agreed to the payment of the current year’s subscription to the Society of Local Council Clerks.

After discussion the Councillors agreed that the Parish Council would take no action on this subject.

Spoke for all the Councillors when she reported having received numerous complaints about the smell that had hung over the village for several days. It was reported that the smell was due to the spreading of turkey manure on some local fields.
