06/201 - DECLARATION OF INTEREST ON ANY MATTERS OF BUSINESS

06/202 - TO RECEIVE APOLOGIES FOR ABSENCE

Apologies were received from Cllr. J L Craven and Cllr. P Knowles.

06/203 - TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON 18 SEPTEMBER 2006

The minutes of the Parish Council meeting held on 18 September 2006, having been circulated, were approved and signed.

06/204 - CLERK'S REPORT

  1. Progress on the Section 30 agreement for Broad Lane (Min. 06/181b)
  2. The form has still to be completed and returned to the City Council.

  3. Progress on replacing the litter bin by the Millfield Lane bus stop (Min. 06/181e)

Andy Williams has agreed to replace the litter bin. The Clerk is to follow this up.

  1. Progress on acquiring the CYC Lighting schedule (Min. 06/190)

The schedule has yet to be requested.

  1. To agree to acquire a wreath for Remembrance Sunday

It was agreed that the Clerk should acquire the wreath for the Chairman to lay at the War Memorial.

  1. To agree the Clerk's attendance at the SLCC Training Day on 4 November

It was agreed that the Clerk should attend the Training Day at Tadcaster at a cost of £16.00 plus travelling expenses.

06/207 TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

 

Consideration was given to the following new applications:

Ref: 06/01933/FUL - Two-storey pitched roof side extension and single storey porch extension to front at 66 Allerton Drive by Mrs S Jackson.

No objections

Ref: 06/02038/FUL - First floor pitched roof side extension at 19 Nursery Road by Caroline and Steven Crosby.

No objections

Ref: 06/02047/FUL - Ground and first floor rear extensions including raising part of existing roof (resubmission) at 76 Millfield Lane by Mr & Mrs Watson.

No objections

Ref: 06/02118/REMM - Erection of 8 no. two-storey office workshop units at Plot 8a, White Rose Way by White Rose Development Enterprises Ltd.

No objections

It was noted that the Local Planning Authority had refused the following application:

Ref: 06/01244/FULM - Part change of use of block B (currently under construction) from B1, B2 or B8 uses (business, light industry or storage/distribution) to use as indoor children's play centre at Plot 13 Great North Way by Mandi Riley.

06/208 - PARISH COUNCIL LAND - TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON

  1. Grass cutting
  2. The grass has been growing strongly in this unseasonable warm weather. It was agreed that it should be cut again at the end of October.

  3. Pruning the willow tree overgrowing the Cartshed
  4. It was agreed that the willow tree by the Wildlife Pond that overhangs the Cartshed should be pruned and that two quotations should be sought for the work.

    It was mentioned that a resident of Riverside Walk had reported an ash tree branch hanging dangerously over his bungalow. Sam Dickson had removed the branch.

  5. Providing seats in the Moat Field
  6. English Heritage has still to be contacted regarding obtaining permission to put boulders on the Moat Field.

  7. The proposed works to be undertaken in Church Lane by the Probation Service

The Moat Field Group has arranged for the Probation Service to take up, clean out and relay the plastic matting in Church lane. The Probation Service will also fill in the potholes near the lytch gate and trim the hedge alongside the Millennium Field. The Councillors agreed that this work should be done.

  1. Painting the Cartshed doors

It was agreed that the outside of the four Cartshed doors should be repainted.

 

06/209 - TO RECEIVE A PROGRESS REPORT ON THE PARISH PLAN

No report.

06/210 - TO RECEIVE A REPORT ON VILLAGE POLICING

Special Constable Jerry Holland had produced a list of incidents in Poppleton which had been reported to the police in the 31 days to 15 October. There had been 14 incidents in Nether Poppleton. These were: one incident of burglary to a business, two of attempted burglary to dwellings, one of disorder, five of nuisance vehicles (mainly mopeds being ridden in Poppleton Park), two of theft and three of theft from a vehicle (two from the Travel Inn car park).

Following the visit of the mobile police station on Saturday 14th October it is hoped to arrange to bring it to Poppleton on a monthly basis.

06/211 - TO AGREE THE CONTENT OF A PARISH NEWSLETTER

No further news.

06/212 - TO CONSIDER THE CITY COUNCIL'S RESPONSE ON PROPOSED NEW PUBLIC FOOTPATH

The City Council's Public Rights of Way Department has agreed to contact the tenants of the land where the proposed footpath will be constructed.

06/213 - TO PROGRESS ARRANGEMENTS FOR THE OPEN DAY IN APRIL 2007

It was agreed that Councillors Brown and Tomlinson would be members of a sub-committee with Upper Poppleton Parish Councillors to agree details of the Open Day.

06/214 - TO AGREE TO REFURBISH THE NOTICE BOARD IN MILLFIELD GARDENS

This notice board has acquired a large bulge making it difficult to use. It was agreed that Ken Falkingham be instructed to mend it.

06/215 TO RECEIVE REPRESENTATIVES' REPORTS

Councillor Powell reported

  1. On the Ainsty Group of Parishes meeting held on 25 September the minutes of which have been circulated
  2. On the YLCA Conference at Scarborough 29 September - 1 October. It was a full and varied programme. One item, which will be of particular benefit to Parish Councils, will be a training module on Chairmanship. This should be available in early 2007 and will provide revision for existing Chairmen, direction for new Chairmen or those interested in becoming Chairmen. Also available next year will be one-evening training sessions for new and existing Councillors.
  3. On the YLCA York Branch meeting held on 5 October. Minutes of the meeting will be circulated at a later date.
  4. On the YRCC AGM on held 9 October at Shelley near Huddersfield. Minutes of the meeting will be circulated at a later date.
  5. On the Poppleton Community Trust Open Day on 14 October.

  1. That the Dodsworth Hall has been sold subject to contract. The purchaser proposes to open a Nursery School in the Hall.

06/216 TO RECEIVE THE CITY OF YORK COUNCILLORS' REPORTS

Councillor Bradley reported that

  1. The road surface at the Ebor Way entrance to Allerton Drive is to be resurfaced with a non-slippery surface.
  2. The worse areas of pooling on the paths in Millfield Lane are to be rectified.
