PUBLIC PARTICIPATION

Douglas Frazer explained that the Royal Mail had objected to the Parish Council's suggestion of naming the development on New Farm Estate "The Courtyard". He was suggesting that the development be called "Pipistrelle Court" in recognition of the bats that were having to be relocated because of the development.

06/176 - CO-OPTION AND INTRODUCTION OF NEW COUNCILLOR

Mrs Felicity Brown was co-opted as a Parish Councillor and was introduced to the Councillors present.

06/177 - CONFIRMATION OF SIGNING THE DECLARATION OF ACCEPTANCE OF OFFICE

The Clerk confirmed that Councillor Brown had signed the Declaration.

06/180 - TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON 14 AUGUST 2006

The minutes of the Parish Council meeting held on 14 August 2006, having been circulated, were approved and signed.

06/181 - CLERK'S REPORT

  1. Confirmation of the removal of the tree in Riversvale Drive (Min. 06/101d)
  2. The tree has been removed

  3. Progress on the Section 30 agreement for Broad Lane (Min. 06/156a)
  4. The correct form has now been received from the City Council and will be completed and returned as soon as possible.

     

  5. Confirmation of the removal of fallen branches obstructing the bridleway (Min. 06/160b)
  6. The branches have been removed.

  7. The response from the City Council regarding a rising bollard at Low Poppleton Lane (Min. 06/162)

The City Council has agreed to take forward the idea of installing a rising bollard.

  1. Progress on replacing the litter bin by the Millfield Lane bus stop (Min. 06/166)

The City Council will be replacing the missing litter bin.

06/184 TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

Consideration was given to the following new applications:

Ref: 06/01889/TPO - Fell ash tree protected by Tree Preservation Order No. 1/1970 at 47 Hillcrest Avenue by Kenneth Cariss.

No objections

Ref: 06/01898/FUL - Single-storey pitched roof extension to front elevation at 24 Allerton Drive by Mr & Mrs J Butler.

No objections

It was noted that the Local Planning Authority had granted consent for the following application:

Ref: 06/01529/FUL - Erection of 2 x 1.8m high double wooden gates at 4 Littlefield Close by Alison Jayne Bradley.

It was noted that the Local Planning Authority had refused the following two applications:

Ref: 06/00848/FUL - Ground and first floor rear extensions including raising part of existing roof at 76 Millfield Lane by Mr & Mrs Walton.

Ref: 06/01150/FUL - Change of use of part of agricultural land to residential gardens for 30-41 Millfield Gardens and 35 and 37 Hillcrest Avenue at site to rear of 30 to 41 Millfield Gardens by Tim Hanser.

06/185 - PARISH COUNCIL LAND - TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON

  1. Grass cutting
  2. It was agreed that there should be another cut of all the Common Land grass immediately. A decision will be made at the next meeting as to whether or not to have a final cut for the year.

  3. Purchasing and planting spring bulbs
  4. It was agreed that the Parish Council should purchase 20 kilogrammes of daffodil bulbs for planting on the fieldside verge in Main Street.

  5. Pruning the willow tree overgrowing the Cartshed

It was resolved to obtain quotations for the removal of the willow tree branches that are hanging over and touching the Cartshed roof.

  1. Providing seats in the Moat Field

It was agreed that wooden seats were not appropriate for the Moat Field because of the problem of vandalism. It was resolved that prices and availability should be obtained for two large sandstone boulders approximately 600mm high and 1200mm long. English Heritage is to be contacted regarding the right to put boulders in the Moat Fields. The exact position for the boulders is to be agreed.

06/186 - TO RECEIVE A PROGRESS REPORT ON THE PARISH PLAN

Councillor Tomlinson reported that he and Councillor Ted Kendall had everything prepared for the display at the Community Centre Open Day to be held on 14 October.

06/187 - TO RECEIVE A REPORT ON VILLAGE POLICING

  1. Special Constable Jerry Holland had produced a list of incidents in Poppleton which had been reported to the police in the 30 days to 14 September. There had been six incidents in Nether Poppleton. These were: one incident of arson (to a garage), one of burglary to a dwelling, two of criminal damage, one nuisance by youths and one nuisance by a vehicle.
  2. Councillor Powell reported that he had attended a Police meeting on 18 September and further meetings with Parish Council representatives are to be arranged.
  3. The Mobile Police Station will be present at the Community Centre Open Day on 14 October.

06/188 - TO AGREE THE CONTENT OF A PARISH NEWSLETTER

No further news.

06/189 - TO CONSIDER THE CITY COUNCIL'S RESPONSE ON PROPOSED NEW PUBLIC FOOTPATH

It was agreed that Councillor Hopton's help be sought in progressing the permissions needed to create the footpath.

06/190 - TO CONSIDER THE CITY COUNCIL'S RESPONSE ON NEW FOOTWAY LIGHTING IN MILLFIELD LANE

The Councillors expressed their dissatisfaction with the reply received from the City Council but agreed to note its contents. It was agreed that the City Council be asked for details of the streetlights in the Parish.

06/191 - TO CONSIDER THE CITY COUNCIL'S RESPONSE ON THE REPLACEMENT OF LITTER BINS

It was agreed that a meeting would be arranged between the Councillors and Andy Williams, the City Council's Street Environment Officer, after the holiday season when the provision of litter bins in the village would be discussed.

06/192 - TO AGREE A NAME FOR THE DEVELOPMENT AT NEW FARM ESTATE

Following on from Douglas Frazer's address to the Councillors it was agreed that the name of the development be "Pipistrelle Court" and that the City Council would be advised of this decision.

06/193 - TO CONSIDER HOLDING AN OPEN DAY IN APRIL 2007

It was agreed in principle that an Open Day be held in April 2007.

06/194 - TO AGREE A PROPOSAL FOR A 20MPH SPEED LIMIT IN POPPLETON PARK

It was unanimously agreed to support the City Council's proposal to introduce a 20mph speed limit in Poppleton Park.

 

06/195 - TO AGREE A RESPONSE TO THE PROPOSAL TO INTRODUCE "NO WAITING AT ANY TIME" RESTRICTIONS AT THE ENTRANCE TO GREAT NORTH WAY

It was agreed that the Parish Council had no objections to the proposal to make the entrance to Great North Way a "No Waiting" zone even if it meant the introduction of yellow lines on the road.

06/196 - TO DISCUSS THE POSSIBILITY OF THE PARISH COUNCIL USING CLAUSE 20 OF THE CLIMATE CHANGE AND SUSTAINABLE ENERGY ACT 2006 TO ENCOURAGE ENERGY SAVING MEASURES

It was agreed to take no action on this subject.

06/197 TO RECEIVE REPRESENTATIVES' REPORTS

  1. Councillor Tomlinson reported that there had been a special meeting of the Community Trust Executive on 24 August when the progress on the Youth Club building had been the only agenda item. Work is progressing but is two weeks behind.
  2. Councillor Robinson reported that the Poppleton Wildlife Trust (PWT) undertook a working party at the wildlife area cutting the hedge and generally tidying up the area. Still to be done is the cleaning out of the bird boxes and some other small tasks which will be done very shortly. On Tuesday 12 September the British Trust for Conservation Volunteers (BTCV) started a 3-day clean out of the wildlife pond. They removed a lot of the plants that were in danger of choking the pond. They trawled the bottom of the pond removing debris, mainly fallen branches, some of them quite large, as well as other items fallen or thrown into the pond. They removed the branch on the seat side and generally tidied up that tree and area. They also removed the branches from the Willow next to the Cart Shed which were bearing down on the Cart Shed roof. However more work is still required on the higher branches of the Willow. Branches cut from the Willow and other trees have been put into the wildlife area as havens for wildlife. The pond area looks very good indeed and now those sitting on the seat can get an open view of the pond and enjoy it more than hitherto.

The BTCV organiser, Andy Brown, reported the suspected presence of corrugated asbestos on the far side of the pond. This needs to be investigated by a suitable expert, removed and made safe. The PWT volunteers will then tidy up that area.

Andy Brown also advised that the fence in front of the pond needs repair or replacement.

It was agreed that the City Council should be asked to investigate to see if there is corrugated asbestos and for arrangements be made for its removal.

06/200 TO AGREE THE DATE OF NEXT MEETING AS MONDAY 16 OCTOBER 2006

It was agreed the next meeting would be held at 7.30pm at the Community Centre on Monday 16 October 2006.

It was mentioned that Steve Barker is to be made a Freeman of the City of London in recognition of his recent Mastership of the Guild of Butchers and it was agreed that a letter of congratulations should be sent to him.
