MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE COMMUNITY CENTRE, UPPER POPPLETON, AT 7.30PM ON MONDAY, 17 JULY 2006

PUBLIC PARTICIPATION

PC Mark Antonelli, accompanied by CPSO Boumphrey and Special Constable Jerry Holland, reported that the incidences of trouble by youths had dropped dramatically since the June Parish Council meeting. The last incident involving youths reported to the police was on 3 July. Two officers have been patrolling the area around the Community Centre between 9.30pm and 1.30am on the last three Friday and Saturday evenings.

The Councillors expressed their dissatisfaction that telephone calls to the police control room were taking up to 20 minutes to be answered. PC Antonelli said that the Control Room was being closely monitored at the moment.

It was also reported that, on five recent occasions, residents reporting incidents in the village to the police have been given incident numbers but have not had the police actually respond by way of a visit to the village.

Jerry Holland suggested that a barrier at the beginning of the drive to the Community Centre should be installed. It was known that youths don't like to be isolated from their transport and if the barrier were closed every evening it would discourage youths congregating outside the Community Centre. Councillor Powell said that the PCT is looking to install a barrier.

John Craven was co-opted as a new Parish Councillor.

06/135 - CONFIRMATION OF SIGNING THE DECLARATION OF OFFICE

The Clerk confirmed that Councillor Craven had signed the Declaration of Office.

06/138 - TO CONFIRM THE MINUTES OF THE COUNCIL MEETING HELD ON 19 JUNE 2006

The minutes of the Parish Council meeting held on 19 June 2006, having been circulated, were approved and signed.

06/139 - CLERK'S REPORT

  1. Progress on the Section 30 agreement for Broad Lane (Min. 06/117a)
  2. The Clerk reported having been sent the incorrect form for a Section 30 agreement and was endeavouring to obtain the correct form.

  3. Progress with altering the Cartshed doors (Min. 06/117b)
  4. A representative from Sir Thomas Glemham's Regiment has now agreed that one inch of wood needs to be taken off the left hand cart shed doors to stop it hitting the road.

  5. Confirmation of the attendance of the Neighbourhood Services Director to the September meeting. (Min. 06/118a)
  6. The Clerk confirmed that Terry Collins will attend the meeting on 18 September.

  7. Confirmation of the completion of the seat repairs (Min. 06/123)

The Clerk confirmed that all five seats have been refurbished and that he has received two letters complimenting the Parish Council on having had the work done.

06/140 - TO CONSIDER CORRESPONDENCE RECEIVED BY THE CLERK

06/140/1 - The Clerk read or referred to the following correspondence

  1. A letter from the City Council giving details of the replacement of signposts on public rights of way. The only signpost to be replaced in Nether Poppleton Parish is at the top of Lord's Lane and will show that Moor Monkton is 2 miles and Nether Poppleton 1½ miles. The Councillors were happy for the new post to be installed.
  2. A letter from Janet Hopton asking if the Parish Council would support the idea of railings at the steps near the Lord Nelson. The Councillors agreed that this would not be an item they would wish to have on an agenda.

The Clerk reported that the books are with the Internal Auditor and he had not been able to prepare the accounts for the year end.

06/142 TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

Consideration was given to the following new applications:

Ref: 06/01244/FULM - Part change of use of block B (currently under construction) from B1, B2 or B8 uses (business, light industry or storage/distribution) to use as indoor children's play centre at Plot 13 Great North Way by Mandi Riley.

We object on the grounds that this is contrary to the original agreed use. Whilst seeing the possible value of this alternative use, the residential development was known about and the nursery was already envisaged in the early planning. This is not sufficient reason for change of use. Other concerns include additional traffic in this already restricted site, placing children within an industrial environment and lack of ancillary services.

Ref: 06/01340/FUL - Two and three-storey side extensions and three pitched roof dormers to rear at 3 Church Lane by Mr & Mrs Mann.

We object to the application in that the site is within the Nether Poppleton Conservation Area. The proposed extension does nothing to enhance or even support the Conservation Area status. The proposed roof dormers on the rear of the property will provide the opportunity for overlooking into the rear of gardens of No. 5 Church Lane and Well House, No. 8 Fox Garth.

Ref: 06/01378/FUL - Two-storey and first floor side extension at 48 Calder Avenue by Mr & Mrs K Taylor.

Ref: 06/01036/FUL - Non-compliance with condition (i) of the planning permission T/APP/C2741/A/99/1023645 (LPA Ref: 05/02181/FUL) for extension of time period for submission of reserved matters for development of York Business Park until 31.10.2013 at York Business Park, Millfield Lane by White Rose Development Enterprises Ltd.

06/143 - COMMON LAND - TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON

  1. Grass cutting

It was agreed that the grass should be cut lower on the next cut. Depending on the weather the grass is to be cut the first week in August. The Clerk was asked to find out just how much the grass-cutting grant from the City Council would be and when it would be paid.

06/144 - TO RECEIVE A PROGRESS REPORT ON THE PARISH PLAN

Councillor Tomlinson reported that was considerable interest shown in the Parish Plan by visitors to the table at the Table Top Sale at the Community Centre on 25 June. Many people said that they would be happy to complete a questionnaire. The Open Day at the Community Centre has been postponed until 14 October after which time a decision will be made on the viability of the Parish Plan.

06/145 - TO DISCUSS THE RESPONSE FROM THE CITY COUNCIL REGARDING A RISING BOLLARD AT LOW POPPLETON LANE

The Clerk had had written responses from City Councillors Steve Galloway and Anne Reid who were both in favour, in principle, of the installation of a rising bollard and the re-routing of the No. 10 bus service down Millfield Lane so that it would be of benefit to the residents of Poppleton Park. They had mentioned the agreed relocation of Manor School and the likely closure of the British Sugar factory. It was agreed that the Clerk should write to Bill Woolley the City Council's Director of City Strategy, to ask for a rising bollard to be installed.

06/146 - TO AGREE THE CONTENT OF A PARISH NEWSLETTER

It was agreed that the Chairman and the Clerk would put the Newsletter together and that Anne Hook be asked to turn it into the same format as that of the last two Upper Poppleton Parish Council Newsletters.

06/147 - TO CONSIDER A REPORT ON PROPOSED NEW PUBLIC FOOTPATHS

Councillor Tomlinson gave out copies of his observations on and a map showing the "Figure of Eight" footpath leading from St Everilda's Church, through the Moat Field, along the riverbank, under the A1237 and back to St Everilda's Church. On the map provided the route was shown in eight sections and Councillor Tomlinson gave an account of the condition of each section. Condition ranged from good to almost impassable. What had been supposed to be an access tunnel under the railway line at the halfway point of the footpath had turned out to be a deep ditch so this section was ruled out. After discussion it was resolved that the Clerk should contact the City Council's Public Rights of Way Department to ask how the idea of restoring the footpath can be progressed.

The Chairman thanked Councillor Tomlinson for the time and effort that he had put into walking the route and producing the report.

06/148 - TO AGREE A RESPONSE TO THE CITY COUNCIL'S LOCAL DEVELOPMENT FRAMEWORK

It was agreed that there would be no response.

06/149 - TO CONSIDER APPLYING FOR GRANTS FROM THE WARD COMMITTEE

It was resolved that the Ward Committee be advised of three ideas

  1. The installation of bollards by the Allerton Drive shops to stop vehicles from parking on the pavement by protecting ten metres of pavement.
  2. A contribution of £1,000 for the maintenance of the Parish Council's trees in Broad Lane.
  3. £1,500 towards the maintenance of the trees on the Common Land.

06/150 TO RECEIVE REPRESENTATIVES' REPORTS

  1. Councillor Powell , reported

  1. That a copy of the report of the YLCA AGM held on 15 July would be circulated. At the meeting Councillor Janet Hopton, the current Lord Mayor of York, had recounted her days as a Parish Councillor in 1976.
  2. On the Rural West York Ward meeting held on 5 July 2006. There was much discussion on the alarming incidence of vandalism, noise, drugs and violent behaviour in the Low Green area of Copmanthorpe by young people. This had been going on for the last 18 months. Many residents complained of the lack of police response to 999 calls and the dangers of being on the streets in the centre of the village in the evenings.

The new Director of CYC Council Neighbourhood Services, Terry Collins, talked about his role and mentioned his responsibilities ranging from Environmental support and trading standards to waste disposal.

  1. Councillor Knowles reported on the Poppleton Youth Action Group (PYAG) meeting of 4 July. The City Council fundraiser gave details of where grants may be obtained for running Groups like PYAG.
  2. Councillors Partington and Powell reported that advertisements for the sale of Dodsworth Hall will appear in The Press on 20 July and the Yorkshire Post on 21 July. Sealed bids offers for the building as it stands are requested. The bidding will close on 18 August.
