IAN SPEIRS, THE CITY COUNCIL'S EMERGENCY PLANNING & BUSINESS CONTINUITY OFFICER, WILL GIVE A PRESENTATION ON THE RIVER OUSE EMERGENCY PLAN

Ian Speirs explained that the River Ouse Emergency Plan is a consequence of the Civil Contingencies Act 2004 which came about, not because of the 9/11 incident, but as a consequence of the flooding in 2000. He gave a PowerPoint presentation and a detailed explanation of many of the points raised during the presentation. He mentioned the Forward Control Points (FCP) along the river. The three main Emergency Services had looked at the FCP from the pumping station to the riverbank. The Police and Fire Brigade had no problem with the restricted access to vehicles. The Ambulance Service had said they would move the stones aside if they needed access to the riverbank.

The minutes of the Parish Council meeting held on 19 September 2005, having been circulated, were approved and signed.

05/178 - CLERK'S REPORT

  1. The siting of a vehicle activated sign (VAS) in Long Ridge Lane (Min. 05/137b)

The Clerk reported that David Webster of the City Council had written to say, "Neil Soloman is now dealing with the Vehicle Activated Sign trials. We have concerns that your proposed lamppost is partially hidden and motorists may not see the sign, and the sign may not detect the vehicle speeds sufficiently early for it to be effective. Neil was tasked with identifying an alternative location for the sign and reporting through you to both PCs. From my visits it would appear that this may require a solar powered sign on the verge on the opposite side of the road".

  1. Yellow lines in Main Street/Church Lane - update (Min. 05/168)

The Clerk reported having written to the resident as directed at the September Parish Council meeting and he read the resident's response which was noted and accepted. Having replied to the consultation from the City Council the Councillors agreed that other issues were beyond their remit.

05/179 - TO CONSIDER CORRESPONDENCE RECEIVED BY THE CLERK

05/179/1 - The Clerk read or referred to the following item of correspondence

  1. A proposal form from Allianz Cornhill regarding Officials Indemnity and Libel and Slander which is now combined
  2. A private and confidential letter from the City Council's Standards Board
  3. A letter from the City Council giving the address of the website where details of the 2nd Local Transport Plan information can be found
  4. A letter from the City Council confirming the route of Footpath No. 1
  5. A letter from the City Council giving notice of a hearing to consider the licence variation for The Millfield
  6. An invitation to PopSOC AGM on 17 October
  7. A letter from Rawcliffe Parish Council asking for the Parish Council to support a national campaign on Flood Defence Funding
  8. Two letters from York & District Amalgamation of Anglers asking about the new No Parking signs and requesting permission to park on the Common Land. The Clerk was asked to write and point out that parking on Common Land is illegal but to give the location of alternative areas for parking.
  9. The completed Annual Return from Mazars who had no comments on the audit

    05/181 - TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

    The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

    Consideration was given to the following new applications:

    Ref: 05/02059/TCA - Fell flowering cherry in the Conservation Area at 8 Church Lane by Mr & Mrs K Buckham.

    Ref: 05/02093/TPO - Crown lift to balance, Crown reduce on the Yew side by 2m, some limbs to be removed, protected by Tree Preservation Order 1/1970 at 11 Church Lane by Dr David Hopton.

    05/182 - TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON

    1. Grass cutting
    2. It was agreed that some of the grassed areas on the Common Land should be cut on a more frequent basis than the three cuts currently carried out each year. The river bank area should be cut fourteen times a year and the roadside verges seven times a year. The Chairman and the Clerk have already measured the area of roadside verge. After they have measured the area of land by the riverbank the Clerk is to ask the City Council for a grant to cover the cost of the grass cutting.

    3. No Parking signs

    Two No Parking signs have now been erected at the entrance to the waste land near the pumping station in Main Street.

    1. Vehicular access

    As no reply had been received from the YLCA with regards to vehicular access no discussion took place.

    05/183 - TO DISCUSS ACTION ON THE MILL BANK HOUSE EASEMENT

    The Parish Council's solicitor, Graeme Burn, has had a meeting with the solicitors representing the owners of Millbank House. No decision was made at the meeting. Mr Burn will inform the Parish Council of any developments which will be the subject of discussion at a future meeting.

    05/184 - TO DISCUSS THE CONDITION OF SEATS, GATES AND OTHER STREET FURNITURE AND DECIDE APPROPRIATE ACTION

    Councillor Partington reported that she had been on holiday since the September Parish Council meeting and would be able to produce photographs of street furniture for discussion at the November meeting. It was agreed that discussion would be deferred until the next meeting.

    05/185 - TO DISCUSS THE CONDITION OF FOOTPATHS

    There was a general discussion on the state of some of the footpaths in the village. The surface of the footpath in Main Street by Saxe Dane Lodge is particularly bad, as is the footpath in the tight bend in Church Lane. Large puddles form on the footpath along Millfield Lane and vegetation there makes it difficult for pushchairs and toddlers together. Councillor Bradley agreed to take up the problem with City Council officials and report back.

     

    05/186 - TO AGREE THE RE-SITING OF THE POST BOX IN MAIN STREET

    It was reported that a new post box has been erected by the entrance to Hallgarth Close. The new post box is on a post and is almost directly opposite where the old post box used to be.

    05/187 - TO DISCUSS ATTENDANCE AT A PLANNING SEMINAR

    The City Council had written to invite Councillors to a seminar on Development Control which is to be run to help Parish Councils understand the intricacies and pitfalls of the planning procedures. A seminar is planned for Monday 28 November at the Guildhall. Councillors Knowles, Powell and Tomlinson said they would be able to attend.

    05/188 - TO APPOINT TWO REPRESENTATIVES TO THE PARISH PLAN WORKING GROUP

    Councillors Bradley and Tomlinson agreed to be the Parish Council's representatives on the Working Group.

    05/189 - TO RECEIVE REPRESENTATIVES' REPORTS

    1. Councillor Powell gave a report on: -

    1. The Housing Market Seminar on September and agreed to circulate his notes.
    2. The YLCA Conference on 1 October and agreed to circulate a pack of information.
    3. The YLCA York Branch meeting on 6 October when Cllr, Steve Galloway, the Leader of the City Council, answered questions from the floor. Other business included questions about the Licensing Act 2003 and the implications for Parish Councils meeting in licensed premises.
    4. The YRCC AGM on 15 October a report of which is to be circulated. After the AGM the retiring Chief Executive, Ian Strong, gave an insight into some of his experiences with other officers, past chairmen and a few of the initiatives he had been involved with.

    1. Councillor Partington reported that the Appeal to the Secretary of State against the City Council's refusal to grant permission to demolish Dodsworth Hall had been turned down. The Friends of Dodsworth Hall had written to the Trustees for Dodsworth Hall renewing their offer to be involved with the renovation and re-instatement of the Hall as a community facility either in co-operation with the existing Trustees or, after appropriate financial negotiations, by establishing a new Charitable Trust to take over Dodsworth Hall.
    2. Councillor Robinson reported as a School Governor.
    3. Councillor Bilbrough reported on the Poppleton Park Neighbourhood Watch meeting on 20 September when several residents expressed concern by the lack of progress but were assured that they would receive a starter pack within a few days. A report from the City Council on speeding and general traffic problems was discussed.
    4. Councillor Knowles reported on the Youth Centre building. The costs of repairs have been estimated. Poppleton Community Trust has applied for full funding of the repairs by the City Council and is awaiting a reply.
