05/157 - TO CONFIRM THE MINUTES OF THE COUNCIL MEETINGS HELD ON 15 AUGUST 2005

The minutes of the Parish Council meeting held on 15 August 2005, having been circulated, were approved and signed.

05/158 - PC PAUL FENWICK OF THE NEIGHBOURHOOD POLICING TEAM WILL CONDUCT A QUESTION AND ANSWER SESSION

PC Fenwick introduced himself and Police Community Support Officer (PCSO), Craig Broumphrey. PC Fenwick's area of responsibility includes all the villages from Poppleton to Copmanthorpe together with Dringhouses and Woodthorpe.

Current police thinking is that there should be a focus on Neighbourhood Policing. This area of North Yorkshire is a Beacon Area under a Home Office initiative. The police will liaise in a committee with other agencies to formulate policing policy. The aim is for the police to listen to the concerns of the public and not dictate what they will do.

A mobile Police Station is now available. The locations for its future placements will be advertised in the Evening Press, Ward Newsletter, village notice boards etc.

Crime including vandalism should be reported by phone on 0845 6060247.

The more that is reported the better the store of information and a better picture emerges. This will help plan future policing needs.

The Chairman thanked PC Fenwick and PCSO Broumphrey for their attendance.

05/159 - CLERK'S REPORT

  1. The siting of a vehicle activated sign (VAS) in Long Ridge Lane (Min. 05/137b)

Still no progress on this subject. The Clerk was asked to contact David Webster of CYC and enquire as to the current City Council position. Is it planning to install a VAS; if so, when?

    05/162 - TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

    The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

    Consideration was given to the following new applications:

    Ref: 05/01767/TCA - Fell Cherry in the Conservation Area at Morar House, 17 Main Street by Ian B Turner.

    No objections

     

     

    Ref: 05/01825/ADV - Display of two non-illuminated fascia signs, one internally illuminated totum sign, one internally illuminated wall sign and three non-illuminated wall signs at Unit 6, Hudson Court, Great North Way by Citroen UK.

    It was noted that the Local Planning Authority had granted consent for the following five applications:

    Ref: 04/04015/FUL - Change of use of part ground floor from retail to residential and alterations to front elevation at Nether Poppleton Post Office, 14 Main Street by Mrs D Platt.

    Ref: 05/01281/FUL - Single-storey pitched roof side and rear extension including new boundary fence and gates at 5 Easthorpe Drive by Mr & Mrs Walker.

    Ref: 05/01304/FUL - Single-storey pitched roof side extension at 41 Nursery Road by Mr & Mrs Garner.

    Ref: 05/01522/FUL - Erection of carport to side and pitched roof to side extension at 9 Hawthorne Close by T Christie.

    Ref: 05/01604/FUL - Two pitched roof dormers to front and replacement of flat roof dormer with pitched roof dormer to rear at 16 Long Ridge Lane by John Leaf.

    It was noted that the following application had been withdrawn:

    Ref: 05/01573/REMM - Reserved matters application to which planning application 99/01777/OUT relates for proposed mixed use development comprising cycle and car park to proposed rail halt, business (B1), general industrial (B2) and storage or distribution (B8) uses at York Business park, Millfield Lane by White Rose Developments Ltd.

    05/163 - TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON

    1. Grass cutting
    2. Dissatisfaction was expressed over the grass cutting by the riverbank. The grass bordering the river had not been strimmed which means that the view of the river is restricted. There is to be a review of the grass cutting frequency of the Common Land at the November Parish Council meeting.

    3. No Parking signs

    Still on order - not yet received.

     

    1. Vehicular access

    1. The boulders in the track to the river have been moved further apart as requested by CYC.
    2. A meeting with representatives from the Emergency Services is being arranged for 30 September when access to the river will be discussed.
    3. The YLCA have been consulted over the problem as to whether the Disability Discrimination Act 1995 overrides the 1876 Act that prohibits vehicles from being driven on Common Land.

    05/164 - TO ADOPT NEW STANDING ORDERS

    The draft Standing Orders as amended at the August Parish Council meeting were adopted.

    05/165 - TO DISCUSS ACTION ON THE MILL BANK HOUSE EASEMENT

    No news on this subject.

    05/166 - TO DISCUSS INSURING FOR OFFICIALS INDEMNITY AND LIBEL & SLANDER

    It was agreed that the Parish Council should take out insurance on these two policies. The cost would be £17.25 for each policy for a full year.

    05/167 - TO CONSIDER BUYING A PETROL DRIVEN HEDGE TRIMMER

    It was agreed that a hedge trimmer should be bought. It would be used for cutting the hedge that borders the Wildlife Area from the Cartshed to the field at the bottom of the lane and the hedge bordering the Allerton Drive/Ebor Way garden. It is likely that Poppleton Community Trust may give a contribution towards the cost. It was agreed that the approximate £350 cost should be in the budget for 2005-06 and the machine bought early in that financial year.

    05/168 - TO DISCUSS A REQUEST FOR THE PROVISION OF YELLOW LINES

    A letter had been received from the City Council saying that a local resident was requesting that CYC "investigate the placing of double yellow lines on Church Lane to protect its junction with Main Street and Fox Garth. Vehicles are parking at these junctions and, as such, it is perceived that, as a result of their presence, they are obscuring sight lines for emerging traffic". The letter then asked for comments of the Parish Council "along with any action that they feel they are willing to undertake, to both educate and resolve people parking vehicles contrary to the advice given in the Highway Code".

    The Councillors agreed that yellow lines were not acceptable in the village. They agreed that the Clerk should write to the resident thought to be the person whose two cars are causing concern.

    05/169 - TO DISCUSS THE REMOVAL OF THE POST BOX FROM OUTSIDE THE VILLAGE SHOP

    The post box that has been located outside what was, until recently, the village shop in Main Street has been relocated in Millfield Lane near the junction with Long Ridge Lane. When Royal Mail was about to replace the post box with a smaller box it was pointed out that this was now private land and that the box should be put somewhere else. The Councillors discussed the possibility of putting a post box in various locations and came to the conclusion that it should be on a post between the Main Street and Church Lane signs. The Clerk was deputed to write to Royal Mail and ask them if they would do this.

    05/170 - TO DISCUSS THE RECENT SPATE OF VANDALISM

    It was reported that

    1. Over the weekend of 9-11 September the tree seat in the Millennium Green and the gate in the path between Hillcrest Avenue and the Tithe Barn had been damaged.
    2. The waste bin next to the bus shelter near the Lord Nelson had been uprooted.
    3. A stone had been thrown through a resident's window.

    It was agreed that the next agenda should have an item regarding the state of the village seats, gates and signs. Councillor Partington agreed to take photographs of all the seats, gates and signs if the Chairman and the Clerk would let her know the location of them.

    05/171 - TO RECEIVE REPRESENTATIVES' REPORTS

    1. Councillor Powell gave a report on the Rural West York Ward Team meeting held on 8 September. Amongst the items discussed were: -

    1. The Mayfair Group Response contract.
    2. The improvement schemes that would appear on the ballot paper for possible Ward funding.

    1. Councillor Tomlinson reported on the meeting of Poppleton Community Trust held on 23 August.

    1. It was agreed that he could attend as an observer. It does not compromise his position on the Council.
    2. The Trustees were introduced to the new Centre Manager who is due to start on 19th September.
    3. There is to be a Sports Open Day on the 3rd September which will be advertised round the village
    4. Fund raising has been reasonably successful, with more than 50 villagers promising to donate on a regular basis. Many more events are planned to allow extra funds to be obtained
    5. Work on the car park was due to commence on the 24th August with a completion date of the 19th September.
    6. Peter Powell reported on the maintenance of the building, and the current work that has recently been carried out.

    1. Councillor Partington reported that the Millennium Green Committee had raised over £850 at a Silent Auction held at the Tithe Barn on 17 September.
    2. Councillor Robinson reported on the Wildlife Trust working party on 14 September when the long hedge bordering the lane was cut. There is to be a working party in October when some of the bulrushes in the pond will be removed. At the moment there are some coots on the pond as well as some moorhens.
    3. Councillor Bilbrough reported that there is to be a Poppleton Park residents meeting at the Tithe Barn on 20 September.
