MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE COMMUNITY CENTRE, UPPER POPPLETON, AT 7. 00PM ON MONDAY, 13 DECEMBER 2004

PUBLIC PARTICIPATION
Alec Acomb and David Thompson addressed the Councillors.
04/178 - DECLARATION OF INTEREST ON ANY MATTERS OF BUSINESS
Councillor Bradley declared that he was the Parish Council's representative on the Community Trust and a trustee because of this.
04/179 - TO RECEIVE APOLOGIES FOR ABSENCE
Apologies were received from Councillor Powell who said that he would not be attending as he had a prejudicial interest in the subjects on the agenda.
04/180 - TO CONSIDER A PROPOSAL TO RESCIND THE DECISION TAKEN AT THE NOVEMBER PARISH COUNCIL MEETING THAT, IN A REFERENDUM ASKING RESIDENTS IF THEY WOULD BE WILLING TO SUPPORT THE COMMUNITY TRUST BY PAYING AN INCREASE IN THE PRECEPT, NON-RETURNED VOTES WOULD BE COUNTED AS "YES" VOTES.
It was resolved that the decision taken at the November meeting (agenda item 04/164) to count non-returned votes as "Yes" votes should be rescinded.
04/181 - TO CONSIDER A PROPOSAL THAT, IN THE ABOVE REFERENDUM, THE DECISION WOULD BE BASED ON THE MAJORITY OF PAPERS RETURNED.
It was resolved that the Parish Council would base its decision on the majority of referendum papers returned. A simple majority vote would decide. Councillor Tomlinson said that the Councillors should take a neutral stance in the referendum and this was agreed. It was agreed that the Clerk and Councillor Robinson would make the appropriate arrangements for collecting and counting the papers from the four collection points.
04/182 - TO AGREE THE DATE OF NEXT MEETING AS MONDAY 17 JANUARY 2005
It was agreed the next meeting would be held at 7.30pm at the Community Centre on Monday 17 January 2005.
The meeting closed at 7.40pm
