04/123 - DECLARATION OF INTEREST ON ANY MATTERS OF BUSINESS

There were no declarations of interest.

04/124 - TO RECEIVE APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors G A Bilbrough, C A Partington and C Robinson.

04/125 - TO CONFIRM MINUTES OF THE COUNCIL MEETING HELD ON 19 JULY 2004

The minutes of the Parish Council meeting held on 19 July 2004, having been circulated, were approved and signed.

04/126 - MATTERS ARISING

  1. Access over common land - easement (Min. 04/110a)

The Land Registry has still not confirmed that the Parish Council owns the Common Land. Until this happens there can be no progress on the easement.

  1. Access to shops from Montague Walk (Min. 04/110c)

No action to be taken on this subject until a decision is made on the planning application for the Spar extension.

  1. Report on refurbishing the bus shelter (Min. 04/110f)

The bus shelter has been repainted.

04/127 - TO CONSIDER CORRESPONDENCE RECEIVED BY THE CLERK

04/127/1 The Clerk read or referred to the following item of correspondence

  1. An invitation from the Heritage Lottery Fund to acquire a new plaque to display at the Moatfield
  2. Yorwaste - an invitation to the Harewood Whin Open Day on 4 September.
  3. A letter from the City of York Council inviting suggestions for local improvement schemes and grant applications for consideration by the Ward Committee for 2005-06. As the closing date for applications is 31 August (i.e. before the September Parish Council meeting) the Councillors agreed to submit applications for fund the following proposals.

    1. To consider Section 137 payments and other grants

    After discussion it was agreed that the sum of £1,500 be donated to the Poppleton Community Trust. Councillor Powell had declared an interest in the agenda item and abstained from the vote.

     

    04/129 - PLANNING APPLICATIONS

    The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

    Consideration was given to the following new applications:

    Ref: 04/02642/FUL - Single storey pitched roof side extension at 12 Allerton Drive by Mr T Savage.

    No objections providing that the proposed front brick wall should incorporate a stone pillar to match the other pillars and the plainness of the remaining wall be broken up by a window or other suitable material.

    Ref: 04/02781/FUL - Erection of 2m high wooden fence to rear boundary (retrospective) at 23 Hillcrest Avenue by Mrs A J Pollock.

    No objections

    Ref: 04/02806/FUL - Two-storey pitched roof side extension, pitched roof over existing rear extension and conservatory to rear at 38 Allerton Drive by Mr & Mrs Peter Newell.

    No objections but would prefer that the development had a hipped roof rather than a gable end to stop the terracing effect and give more natural light to the neighbours.

     

    It was noted that the Local Planning Authority had granted consent for the following application:

    Ref: 04/02409/TCA - Crown clean Weeping Ash (T1) in the Conservation Area at 3 Church Lane by Mr & Mrs Mann.

    04/130 - COMMON LAND/ALLERTON DRIVE GARDEN - TO RECEIVE PROGRESS REPORTS ON WORKS IN HAND

    1. The hedge round the Allerton Drive garden, recently reduced in height, has grown again. Steve Barker who has the butchers shop next to the garden has agreed to allow an electric hedge trimmer to be plugged into a socket in the back of his shop and it is hoped to have the hedge trimmed this week. Mr Barker is the current Master of the Guild of Butchers and is travelling all over the country during his year of office.
    2. Several days ago the Clerk had been notified by the City Council that a branch of an ash tree had fallen onto the path outside 3 Riverside Walk. He had removed the branch and asked Dave Gregory of Rylands Horticulture to look at the tree to see if there was a danger of any more branches falling. Mr Gregory had subsequently inspected the tree and, whilst it was basically safe, he thought that it would be better to remove a large branch overhanging the bungalow. It was agreed that Mr Gregory's quotation of £290 be accepted and that he be asked to look at the other trees in the area in case any could be in danger of shedding branches.

    04/131 - TO CONSIDER THE POLICE RESPONSE REGARDING CRIME REPORTS

    Chief Inspector Bell had spoken to the Clerk and explained that, whilst the police were now very pro-active in dealing with crime, the system for recording crime and incidents is now 16 years old. It is difficult, if not impossible, to produce statistics for small areas such as villages. CI Bell agreed that he or a colleague would attend the next Joint Parish Council meeting and give a more detailed explanation of how the police are dealing with crime in York.

    04/132 - TO AGREE THE PURCHASE OF A NEW SEAT FOR OUSE MOOR LANE TRIANGLE SUBSIDISED BY THE JUBILEE MONEY

    It was agreed to purchase a Phoenix seat from Glasdon for the sum of £356.62. Ken Falkingham is to be asked to secure the seat.
