04/107 - TO RECEIVE APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor C W Chisholm.

04/108 - TO RECEIVE A REPORT FROM AN OFFICER OF THE CITY COUNCIL ON VILLAGE TRAFFIC STUDIES

David Webster, the City Council's Senior Transportation & Highway Safety Engineer, reported on the meeting of the Executive member for Planning and Transport and Advisory Panel's meeting of 7 July 2004. Two schemes have been proposed for Poppleton.

  1. Widening of the footpath in Station Road between Long Ridge Lane and the Station at a cost of £28,000.
  2. Improvements to the junction of Long Ridge Lane with Millfield Lane with the aim of making it safer for cyclists at a cost of £10,000.

A reserve list of schemes shows traffic calming measures in Long Ridge Lane consisting of the installation of build-outs to create chicanes to slow down traffic.

04/109 - TO CONFIRM MINUTES OF THE COUNCIL MEETING HELD ON 21 JUNE 2004

The minutes of the Parish Council meeting held on 21 June 2004, having been circulated, were approved and signed.

04/110- MATTERS ARISING

  1. Access over common land - easement (Min. 04/092a)

The Clerk read a letter from the Land Registry who were apologising for the delay in registering the Common Land as being owned by the Parish Council. No action can be taken on the easements until registration is completed.

  1. Time Team dig update (Min. 04/092d)

Letters of appreciation had been received from Channel Four's Time Team. The three days had been very successful with much work still to be carried out on artefacts found. Amongst the finds were, not only the foundations of a possible nunnery, but also, on the edge of the Moat Field, the outlines and paving of a Tudor House. All excavations had been carefully refilled to preserve the artefacts for posterity.

  2. The Newsletter had been printed and distributed. Positive feedback from residents was reported.

  3. Report on refurbishing the bus shelter (Min. 04/098)

David Palmer had quoted the sum of £110 for repainting the bus shelter. This was accepted.

    It was agreed that donations should be made to the following organisations. St Everilda's Church for the upkeep of the churchyard £150. Poppleton Luncheon Club £50. 1st Poppleton Scout Group £50. Poppleton Wildlife Trust £200. Citizens Advice Bureau £50. Poppleton Under Fives £50. Poppleton History Society £50. POPSOC £100. Further donations may be made during the year as and when requests are received.

    04/113 - PLANNING APPLICATIONS

    The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

    Consideration was given to the following new applications:

    Ref: 04/02319/FUL - Erection of a new dwelling with attached garage to the rear of No. 1 Poppleton Hall Gardens by Mr G Liversidge.

    We support the application

    Ref: 04/02409/TCA - Crown clean Weeping Ash (T1) in the Conservation Area at 3 Church Lane by Mr & Mrs Mann.

    No objections but the tree was the centrepiece of the old Fox Inn car park and care should be taken not to cause it significant damage.

    Ref: 04/02476/TCA - Fell Sycamore in the Conservation Area at 8 Church Lane by K A Buckham.

    Objections - No signs of movement or disease. No mention of replacement on the application. Suggest an arboriculturalist be consulted before action is taken.

     

    Copies of letters sent to the City Council had been received from four residents who are objecting to the plan to build a new dwelling in the garden of 1 Poppleton Hall Gardens. The Councillors agreed that, whilst the proposal appears to be unpopular, there appear to be no planning grounds for the Parish Council to object to the planning application.

    * Councillor Hopton arrived at this point in the agenda.

    There was discussion on the newly received plans for an extension to the Spar shop in Allerton Drive. It was agreed that the chairman would speak to the applicant and suggest that the end of the planned brick wall facing Allerton Drive incorporate a York stone pillar similar to those in place. If the inclusion of the stone pillar was not agreed the Council would object to the planning application.

    It was noted that the Local Planning Authority had granted consent for the following applications:

    Ref: 04/01801/TCNOT - Installation of 3 antennae and 2 transmission dishes on existing pylon with associated ground based equipment cabinet, fenced compound and ancillary equipment at Pylon XCP026, Millfield Lane by O2 (UK) Ltd.

    Ref: 04/01884/FUL - First floor pitched roof side extension at 21 Millfield Gardens by Mr & Mrs T O'Neill.

    Ref: 04/01985/TCNOT - Installation of two ground based equipment cabinets, fenced compound and ancillary development at pylon XCP025, Millfield Lane by Vodafone.

    Ref: 04/02181/TCA - Crown reduce by tipping back to contain and shape Weeping Birch in the Conservation Area at 15 Poppleton Hall Gardens by Mr & Mrs Mansfield.

    04/114 - COMMON LAND/ALLERTON DRIVE GARDEN - TO RECEIVE PROGRESS REPORTS ON WORKS IN HAND

    The grass in the garden by the Allerton Drive shops had been cut.

    04/115 - TO CONSIDER THE POLICE RESPONSE REGARDING CRIME REPORTS

    The Clerk reported having received no response to the letter he sent to Chief Inspector Bell when he asked for details of the crime clear-up statistics. It was agreed that the Clerk should write to the Chief Constable and complain that no acknowledgement for his letter had been received and that the police were not abiding by their commitment to answer correspondence within 10 working days.

    04/116 - TO AGREE ACTION REGARDING CIRCULATION OF PAPERS DURING HOLIDAYS

    It was agreed that the Clerk should construct a spreadsheet showing Councillors' holidays. This would be circulated by email to all Councillors so that it could be used in order to prevent papers being circulated from being held up for days at a time.

    04/117 - TO DISCUSS THE PROVISION OF CYCLE ROUTES IN THE VILLAGE

    It was noted that there was nothing to discuss on this subject at the moment. The Ward Councillors would keep a watching brief on the subject.

    04/118 - TO DISCUSS CYC PAPER ON AFFORDABLE HOUSING

    The City Council has produced a draft policy on Affordable Housing and Parish Councils have been asked to comment. There is a proposal that on new developments in villages where more than two houses are proposed that half should be affordable homes. Affordable homes would be those were ownership is shared with a Housing Association or the local council. It was agreed that the consultation document be circulated and comments passed to the Clerk before the 30 July deadline for comments to be sent to the City Council.

    04/119 - TO RECEIVE REPRESENTATIVES REPORTS

    1. Councillor Powell

    1. Reported on the Ainsty Group meeting held at Elvington Village Hall on 8 July 2004. Concern was expressed regarding the Campus Three development at the University. Lack of planning, overall effect of the development and, particularly, traffic management were the matters causing the largest worries and it was agreed that a letter by sent to the City Council voicing the Group's concerns. Also discussed were the lack of policing, anti-social behaviour and how villages varied in their actions to problems. Elvington airfield continues to be a problem, as does the subject of rural bus services. Also raised were probable problems with Ascot in the North and the proposed arrangements, comments on the parish review and parish plans. At the next meeting the Group will discuss parking and the charges in the city.
    2. Reported on the Ward Committee meeting held on 14 July 2004. The meeting was preceded by a tabletop display of leaflets and items on crime prevention and tackling anti-social behaviour. Advice was available from a representative from Community Watch.

    The formal meeting started with an information exercise from Andy Williams from York Pride who stated that village surveys were to be carried out to identify problem areas regarding fly-tipping, un-maintained roads, weed infested gutters and lack of grass cutting. A number of areas were identified by the audience and these were noted.

    A representative from Community Watch gave hints and advice on securing properties against crime.

    The Area Manager from the community ranger patrols presented an update on how patrols are combating anti-social behaviour. Although patrols are advertised as operating from 6.00pm to midnight, officers are available from 4.00pm to 4.00am every night. Residents are encouraged to use the freephone number 0800 7837537 to make contact.

    The Head of Environmental Conservation introduced a scheme whereby non-listed buildings which contribute to the history of the village could be included on a local list. This could offer some protection but to date no guidelines have been laid down on what should or should not be included.

    The meeting closed with the audience raising matters of concern and requesting that members provide some answers.

    1. Councillor Partington

    Reported on the Dodsworth Hall Steering Group meeting held on 10 May 2004. David Fisher attended this informal meeting. He made it clear that he was fighting the eviction order and is likely to win. On several occasions he made reference to The Tenant and Landlord Act of 1954. Mr Fisher mentioned he would be willing to give the Friends first option to buy after he no longer required it for his business.

    Comprehensive reports from Alec Acomb on three York Open Planning Forum meetings had been circulated by the Clerk. Dates of the meetings and their respective subjects were as follows. - 20 May 2004, "Planning In A Conservation Area"; 26 May 2004, "Planning For Housing"; 17 June 2004, "Local And National Lists".

    04/120 - TO RECEIVE THE CITY OF YORK COUNCILLORS' REPORTS
