04/068 - ELECTION OF CHAIRMAN

Councillor Powell was re-elected as Chairman for the forthcoming year.

04/069 - RECEIVE THE CHAIRMAN'S DECLARATION OF INTEREST

Councillor Powell signed the Declaration of Office.

04/070 - DECLARATION OF INTEREST ON ANY MATTERS OF BUSINESS

There were no declarations of interest.

04/071 - TO RECEIVE APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors G Bradley and C Robinson.

04/072 - COUNCILLOR VACANCY

The Clerk reported that no bye-election had been called and that the City Council had agreed that the Parish Council is now able to co-opt a new Councillor. The name of a local resident who may be interested in being co-opted was mentioned. It was agreed that the Clerk should consult with the Councillors who were absent from the meeting and, if they were in favour, approach the resident with a view to him being co-opted at the June Parish Council meeting.

04/073 - ANNUAL APPOINTMENTS

  1. It was agreed that Councillor Tomlinson be appointed as vice-chairman.
  2. It was agree that the Parish Council should have co-ordinators for the Neighbourhood Watch Scheme.

04/074 - TO CONFIRM MINUTES OF THE COUNCIL MEETING HELD ON 19 APRIL 2004

The minutes of the Parish Council meeting held on 19 April 2004, having been circulated, were approved and signed.

04/075- MATTERS ARISING

  1. Access over common land - easement (Min. 04/054a)

The Councillors were informed that the decision in a recent case before the House of Lords had cast doubt as to the legality of Parish Councils granting easements for vehicular access over common land. It was agreed that the Clerk should contact Graham Burn to arrange an appointment for him to meet with the Chairman to discuss the subject of easements.

There was no progress to report on this subject. It was agreed to leave the matter on the agenda.

04.076.2 The Clerk read or referred to the following item of correspondence

  1. A letter from Mrs Nancy Spratt pointing out the dangers at the Millfield Lane railway crossing where there was no barrier to prevent pedestrians and cyclists from crossing in front of a train. It was agreed that the letter should be passed to Councillor Quentin Macdonald who has expertise in such matters.
  2. A letter from the Open Spaces Society asking for a donation to help with additional fundraising. It was agreed not to make a donation.
  3. A note of forthcoming meetings of the York Open Planning Forum
  4. A letter from Ian Collinson expressing concern at the increasing amount of vandalism in the village and that there appeared to be no visible action by the law enforcers to curb the escalation of the problem. He asked for the Parish Council to call a meeting in the village to explain the current situation, seek views of the residents and discuss possible courses of action to re-establish peace and tranquillity. He mentioned the introduction of CCTV into a village in Hampshire and suggested a similar scheme could be introduced in Poppleton. The Councillors agreed that the subject of Mr Collinson's letter should be on the agenda for the next Joint Parish Council meeting.

It was agreed to postpone discussion on this subject to a future meeting.

  1. To note the revised cost of the works on the Common Land

The cost of work to the trees on the Common Land had been agreed previously at £1,475. The revised cost for all the trees is now £3,725. It was agreed that all the work in the schedule should be completed.

  1. It was agreed that the Allianz Cornhill invoice of £545, being the current year's insurance premium, should be paid.

04/078 - PLANNING APPLICATIONS

The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

Consideration was given to the following new applications:

04/079 - COMMON LAND

  1. To note arrangements taken on grass cutting to the river bank area and agree quotation
  2. Baron Landscaping had sent a quotation of £150 per cut for cutting the river bank area. This was accepted and the Clerk was directed to ensure that the first cut be done as soon as possible.

  3. To agree action to be taken on grass cutting along Main Street
  4. It was agreed that JP Services of Haxby be asked to give a quotation for cutting the grass in Main Street between Ousemoor Lane and the pumping station.

  5. To agree action to be taken on Allerton Drive garden regarding cutting the grass

It was reported that Baron Landscaping had declined to quote for cutting this grass. It was agreed that JP Services be asked instead.

  1. To note the proposed works on archaeological sites

The Clerk reported on the meeting at the Methodist Church on 11 May when Oliver Twinch of Channel Four's Time Team also attended. The Time Team will be concentrating their research around St Everilda's Church. The feeling is that the church used to be much larger and was probably at the centre of the old village. Although Poppleton is mentioned in the Domesday Book it is not known if it is of Norman or Anglo-Saxon origin. It is planned to carry out geophysical surveys in the Moatfield, the Millennium Green and the paddock behind the Tithe Barn. This will help determine where digging might be done. As Anglo-Saxon buildings were predominately made from wood the 'geophys' will not show where they would have been. Norman buildings, being predominantly made of brick and stone, would have left traces of their existence. Residents in Church Lane and Poppleton Hall Gardens are to be asked to dig, under the supervision of an archaeologist, one-metre square holes in their gardens. These may reveal artefacts, building lines etc. The programme will be broadcast early in 2005.

It was suggested that the Time Team be invited to the June Parish Council meeting. The Councillors agreed that an invitation should be given.

04/080 - TO DISCUSS THE PRODUCTION OF A PARISH COUNCIL NEWSLETTER

It was agreed that the Parish Council should produce a Newsletter. The Clerk was asked to write it and give it to the Councillors for comments. A decision on the question of how the Newsletter would be distributed was deferred until another meeting.

04/081 - TO DISCUSS THE INCIDENCES OF CYCLISTS RIDING ON VILLAGE PAVEMENTS

It was reported that cyclists are using the footpath in Long Ridge Lane. After discussion the Councillors agreed that the footpath should be considered to be an extension of the "safer routes for cyclists" network and that cyclists were safer on the footpath then they were sharing the road with speeding motorists.

04/082 - TO CONSIDER REPLACING THE SEAT ON MILLFIELD LANE THAT HAS BEEN DAMAGED BY VANDALS

The "Youth Club" seat, which had been in Millfield Lane since about 1974, had been knocked off its base a couple of weeks ago. It was reported that it was not possible to reinstate the seat as the base was too badly broken. Some residents had asked that the seat not be replaced as it was a meeting point for rowdy youths late in the evening but wasn't used by residents during the day. It was agreed that Councillor Tomlinson would remove the seat from the site and dispose of it. It was also agreed that the seat would not be replaced for the time being.

04/083 - TO RECEIVE REPRESENTATIVES REPORTS

  1. Councillor Powell reported on

  1. The York Open Planning Forum meeting held on 28 April 2004 when he referred to the notes taken by Alec Acomb.
  2. The Community Centre Executive Committee meeting held on 21 April. "The access footpath to the school is almost complete. The Future Directions Working Group considered options for improvements and, with present financial constraints, agreed that the kitchen should be refurbished as a priority. Millfield Lane sports field opening is planned for 19 June. A Disabled Access Audit was carried out and the first draft tabled for observation and comment. Centre operations and maintenance remain a concern."

  1. Councillor Partington reported on

The Moatfield Trustees meeting held on 31 March 2004. Amongst items discussed was the vacancy for another committee member and that Tyne Tees (television) Time Team is to carry out a survey of the Moatfield, which will be made into a television programme. The project is to run from 21 – 24 June 2004. A presentation is to be made by the Time Team to both villages regarding the survey.

 

04/084 - TO RECEIVE THE CITY OF YORK COUNCILLORS' REPORTS

  1. Mentioned that the next Ward Committee meeting will be on 14 July.
  2. Advised that 10 tonnes of green waste had been collected on 15 May.
  3. Said that the Youth Club, which has been opening on Tuesdays, has now started to open on Thursdays as well.
  4. Mentioned that local buildings of historical interest could be put on to a local list even though they were not considered important enough to be included on the national Listed Buildings Schedule. She asked the Councillors if they would like to suggest buildings which could be included on a local list.
