04/034 - APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors C Partington and C Robinson.
04/035 - DECLARATION OF INTEREST ON ANY MATTERS OF BUSINESS
None.
04/036 - CONFIRM MINUTES OF THE COUNCIL MEETING HELD ON 16 FEBRUARY 2004
The minutes of the Parish Council meeting held on 16 February 2004, having been circulated, were approved and signed.
04/037 - MATTERS ARISING
The Parish Council's solicitors, Burn & Co, had written to say that the deeds to the Common Land could not be located and they were proceeding to register the land with the Land Registry. The Clerk had been asked to provide personal identification so that registration could take place. He had had to provide a passport photograph. The Councillors agreed that the Clerk should be reimbursed for this expenditure.

The Clerk reported that just six of the 22 organisations he had written to had agreed to take a table at the Open Day. There was a chance that two more tables could be taken. Posters for the Open Day had been placed on all the notice boards in the village. Other posters would be circulated to shops and pubs and the Evening Press would be notified.
04/038 - TO CONSIDER CORRESPONDENCE RECEIVED BY THE CLERK
04.038.1 The Clerk read the following item of correspondence
A letter from Selby & York Rural Transport Partnership inviting Councillors to attend a meeting to look at "Demand Responsive Rural Bus Services". It was agreed that no Councillors would attend this meeting.
04.038.2 It was agreed that the correspondence, as listed below, be circulated to the Councillors
04/039 - FINANCE
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 15 March 2004. The report reflected the receipts and payments below. The bank balances at 15 March were:

04/040 - PLANNING APPLICATIONS
The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

There were no further comments from the Councillors on any of the planning applications.
It was noted that the Local Planning Authority had granted consent for the following applications:
Ref: 03/04115/FUL - Erection of single storey enclosure to preparation bays at Plot 2C, Ray Chapman Motors, Ings Lane by Ray Chapman Motors.
Ref: 04/00022/TCA - Prune Birch (T1); Crown clean Winter Cherry (T2); and reduce to previous point Thorn (T3) in the Conservation Area at Ferry Cottage, 18 Main Street by Mr Brown.
04/041 - COMMON LAND
It was stated that works had already commenced.
The company that could have pollarded the willows had said that the branches were too thick for them to use. A quotation of £290 plus VAT for pollarding three willow trees growing on the riverbank had been received from Ryland Horticulture and this was accepted.
04/042 - TO NOTE THE COLLECTION DATES FOR GREEN WASTE
The next two collections will be held on 27 March and 17 April.
04/043 - TO CONSIDER THE INTRODUCTION OF PUBLIC PARTICIPATION AT FUTURE MEETINGS
It was agreed that future agendas would contain an item for "Public Participation". Members of the public will be advised that they will be able to register to speak to the Councillors before the commencement of each Parish Council meeting. They will be allocated up to three minutes to address the Councillors on any subject that is on the agenda.
04/044 - TO RECEIVE A REPORT ON THE ALTERATIONS TO THE PARKING ARRANGEMENTS OUTSIDE THE ALLERTON DRIVE SHOPS
Councillor Powell gave a brief résumé of the history of the proposals for altering the car park in front of the shops. Work started this morning and is expected to take two weeks. It is hoped that the access to the back of the shops from Montague Walk will be altered before the workmen leave the site.
04/045 - TO AGREE AGENDA ITEMS FOR THE JOINT PARISH COUNCIL MEETING TO BE HELD ON 29 MARCH 2004
It was agreed that the following subjects should be on the agenda for the Joint Meeting. The attendance of an Officer from the City Council's Transport Planning Unit would be attending to listen to Councillors transport issues. The final preparations for the Open Day would be discussed. There would be a report on the "village litter pick" and a discussion about the need for a footpath along Hodgson Lane from the Red Lion to Westfield Lane.
04/046 - TO DISCUSS "COMMUNITY CRIME WATCHES"
The problem of crime was discussed. It was agreed that the introduction of more Neighbourhood Watch Schemes would help combat crime. The Clerk is to ask the Safer York Partnership if it would be able to take part in the Open Day on 3 April. PC Lee Fickling is to be invited to attend the Joint Parish Council meeting on 29 March when the subject of Neighbourhood Watches will be discussed.
04/047 - TO RECEIVE REPRESENTATIVES REPORTS
The School Governors meeting held on 16 February. It is anticipated that the new path from the school to the Community Centre car park will be completed by the start of the summer term.
04/048 - TO RECEIVE THE CITY OF YORK COUNCILLORS' REPORTS
Councillor Bradley
Explained the reason for a new consultation on the siting of the A59 Park & Ride. This time the consultation will be restricted to those people who live in the area or will be affected by the scheme.
