03/188 - APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors D Tomlinson and J L Walker.

03/189 - DECLARATION OF INTEREST ON ANY MATTERS OF BUSINESS

No interests were declared.

03/190 - CONFIRM MINUTES OF THE COUNCIL MEETING HELD ON 20 OCTOBER 2003

The minutes of the Parish Council meeting held on 20 October 2003, having been circulated, were approved and signed.

03/191 - MATTERS ARISING

  1. Access over common land - easement (Min. 03/172b)

The Clerk reported that he had spoken to the solicitors and been told that no progress had been made since the October Parish Council meeting.

  1. Review of Parish trees (Min. 03/172c)
  2. The clerk reported that Mr Gregory had started to carry out the survey and expected to have the completed report prior to the meeting in January.

  3. Mill Bank House easement (Min. 03/172d)
  4. The Clerk reported that he had spoken to the solicitors and been told that no progress had been made since the October Parish Council meeting.

  5. Refurbishment of village name signs (Min. 03/172e)

No progress on this subject.

  1. Repairs to the Main Street bus shelter (Min 03/183)
  2. Ken Falkingham has carried out the repairs for the sum of £12.50.

  3. Riverside Walk tree pruning (Min 03/176)
  4. The Clerk reported having met Mr Gregory on site and agreed which branches needed to be removed. A revised quotation of £290 had since been received. The Councillors were happy for Mr Gregory to proceed with the work.

  5. Proposed improvements to A1237 junction (Min 03/179)

The Clerk reported having written to the City Council to advise them of the suggestions for road improvements which were made at the previous meeting.

It was agreed to leave a final decision until the meeting in January.

03/194 - TO CONSIDER FUNDING APPLICATIONS FOR

  1. Poppleton Community Trust
  2. After a lengthy discussion it was agreed to defer a decision on this subject until the meeting in January.

  3. Dodsworth Hall Trust
  4. After a lengthy discussion it was agreed to defer a decision on this subject until the meeting in January.

  5. Poppleton Wildlife Trust

Councillor Robinson who is the Parish Council's representative on the Wildlife Trust put forward the case for increasing the Parish Council's donation to the Trust from the £100 already given this year to £200 as in previous years. The proposal was agreed unanimously.

03/195 - PLANNING APPLICATIONS

The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

Consideration was given to the following new applications:

Ref: 03/03370/FUL - Two-storey pitched roof side extension with integral garage at 35 Nursery Road by Mr N C Wright.

The Councillors had no objections

Ref: 03/03471/FUL - Single storey pitched roof rear extension at 5 Nursery Road by Mr & Mrs Lynn.

The Councillors had no objections

 

Ref: 03/03559/FUL - Conversion of existing covered seating area into snack bar at Plot C - Westminster Place, White Rose Close by Mandale Commercial Ltd.

It was noted that the Local Planning Authority had granted consent for the following applications:

Ref: 03/02554/ADV - Display of non-illuminated wall mounted sign to front elevation at Unit 8 Plot 10 Great North Way by Ingrams Solicitors.

Ref: 03/02944/FUL - Erection of pitched roof single storey rear and side extension at 25 Severn Green by Mr & Mrs Sheard.

Ref: 03/02917/FUL - Conversion of farm buildings to residential use at Woodhouse Farm, Lords Lane by Grantley Development Ltd.

Ref: 03/02975/FUL - Extension to existing car park to form 9 additional spaces at Richmond House, Millfield Lane by Barratt Homes Ltd.

Ref: 03/03004/FUL - Erection of detached pitched roof garage at 11 Long Ridge Lane by Mr D Dallin.

It was reported that there is a problem when the members of the Planning Committee have a difference of opinion on a planning application. The Clerk has had to inform the City Council accordingly and this has meant that the City Council's Planning Department has not always taken the Parish Council's objections into account. It was agreed that if any member had an objection to a planning application he would discuss the matter with the other two members of the Planning Committee so that the decision to be given to the City Council would be unanimous.

03/196 - COMMON LAND

PC Fickling addressed the meeting and

  1. advised the Councillors that there had been a number of complaints in the summer of youths riding mopeds in a dangerous manner along the riverbank. It was agreed that the riverbank was a bridleway and couldn't be closed. It was agreed to visit and inspect the riverbank with PC Fickling on 3 December. Meet by the War Memorial at 1.30pm.
  2. said that he would like to be trained in the use of a speedgun so that he could take positive steps to reduce the incidence of speeding through the village. The Clerk was directed to write to Della Cannings, the Chief Constable, and Chief Superintendent John Lacey to ask that they authorise PC Fickling to be trained.

03/197 - TO CONSIDER THE SITE OF THE NEW VILLAGE SIGN

As a result of the site meeting on 23 October the Councillors agreed that the most suitable site is alongside the return fence adjacent to the garden to 1 Kyle Way, Poppleton Park. It was proposed to use a grinding stone, not a millstone, and Douglas Frazer has indicated that, if suitable he has one that could be made available. The Clerk was directed to enquire about the current planning regulations concerning the construction of roadside signs.

03/198 - TO CONSIDER THE SITE FOR THE JUBILEE TREE

Councillors agreed that an oak tree would be planted on the Millennium Green and the Trustees had agreed to organise this.

03/199 - TO CONSIDER SIGNING THE YORK LOCAL COUNCILS CHARTER

It was agreed that the Charter, having been circulated to all Parish Councillors, should be signed. It was also agreed that the pro forma for double taxation should be requested and that the City Council's website should be linked to the Parish Council's website.

03/200 - TO RECEIVE REPRESENTATIVES REPORTS

  1. Councillor Partington reported on
  2. The British Sugar Liaison meeting held on 22 October 2003.

  3. Councillor Powell reported on

  1. The opening of the new extension at Poppleton Ousebank School on 7 November. The extension was declared open by the Director of Education assisted by a child from the Nursery Class. This was preceded by an opportunity to inspect the new facilities and see how the school and classes were operating. Councillor Bradley had also attended the ceremony. He reported that there is now a car park where the swimming pool used to be.

  1. The Remembrance Day wreath was laid at the War memorial at the river bank at about 8.30am on Remembrance Sunday. Later the Chairman, having read a lesson at the Church Service at All Saints Church, assisted the Chairman of Upper Poppleton Parish Council in laying a wreath at the War Memorial and read the Roll of Honour for Nether Poppleton.
  2. Poppleton Community Trust AGM held on 13 November with about 20 members of the public attending. The retiring Chairman, Brian Park, expanded upon his published report highlighting some of the difficulties the Trust had experienced over the last 12 months. The audited accounts were presented by the Treasurer and these were agreed by the meeting. A proposal from Councillor Q Macdonald that the City of York Council might be able to assist with the Trust's insurance was accepted with thanks. This would be taken up at the next Executive meeting.

03/201 - TO RECEIVE THE CITY OF YORK COUNCILLORS REPORT

Councillor Hopton drew attention to the recent education report regarding the admissions policy to Manor, Lowfield and Oaklands Schools.
