03/169 - DECLARATION OF INTEREST ON ANY MATTERS OF BUSINESS

No interests were declared.

03/170 - CONFIRM MINUTES OF THE COUNCIL MEETING HELD ON 15 SEPTEMBER 2003

The minutes of the Parish Council meeting held on 15 September 2003, having been circulated, were approved and signed.

03/171 - TO RECEIVE MINUTES OF JOINT MEETING HELD ON 29 SEPTEMBER 2003

The minutes of the Parish Council meeting held on 29 September 2003, having been circulated, were approved.

03/172 - MATTERS ARISING

  1. Clerk's Contract of Employment (Min. 03/158a)
  2. The Councillors agreed that the Chairman should sign the Clerk's contract of employment.

  3. Access over common land - easement (Min. 03/159b)

No news on this subject. The Clerk was deputed to contact Graeme Burn of Burn & Co, Solicitors to ask if any progress had been made on this subject.

  1. Review of Parish trees (Min. 03/158f)

The clerk reported that Mr Gregory had not yet carried out the survey and was asked to find out when the survey would be completed.

  2. No news on this subject. The Clerk was deputed to contact Graeme Burn of Burn & Co, Solicitors to ask if any progress had been made on this subject.

     

  3. Refurbishment of village name signs (Min. 03/158h)

No costing has yet been obtained for replacing the "NETHER" and "POPPLETON" signs.

03/173 - CORRESPONDENCE

03.173.1 The Clerk read the following item of correspondence

  1. A letter from Rev Paul Thomas asking how many Councillors would be going to the Remembrance Sunday Service in All Saints Church.
  2. A letter from the City of York Council offering a grant towards new or replacement bus shelters. The Councillors decided not to take up the offer this year but to consult with residents and maybe take up the offer if it was available next year.
  3. A letter from Ethan Daniel Spicer (not yet three years old) asking when the bouncy rocking horse would be put back in the Poppleton Park play area. In fact the horse was removed from the Community Centre play area and it is hoped that the City Council will replace it soon.
  4. A letter from Poppleton Ousebank School inviting Councillors to the opening of the link extension at 2.00pm on Friday 7 November

  1. Section 137 payments - grants & donations
  2. The Clerk had circulated a schedule showing the donations listed in the current year's budget and those made by the Parish Council for the last five years. After discussion the Councillors agreed to make the following donations immediately and would reconsider the subject at a future meeting. Poppleton Wildlife Trust £100, Citizens Advice Bureau £50, Poppleton Luncheon Club £40, Poppleton Under Fives £100, St Everilda's Church for upkeep of the churchyard £150 and Poppleton Community Centre £500.

  3. Open Spaces Society subscription - £27.50

It was agreed to subscribe to the Open Spaces Society for another year.

  1. Purchase of wreath for Remembrance Day
  2. It was agreed that a wreath should be obtained for the Chairman to lay on the War Memorial on Remembrance Day.

  3. Purchase of "Local Councils Administration" by Charles Arnold-Baker £47
  4. It was agreed that the Clerk should obtain this book.

  5. National Savings Account - use or close?

The Clerk explained that the Parish Council's National Savings Account had been opened in 1983 with a deposit of £62.40. This was the income from the repayment of 8½% British Savings Bonds. No further deposits had been made. Accumulated interest had seen the total grow to £245.71. The question now being asked is should the Parish Council close the account and transfer the money or use the account, perhaps by depositing more money in it. It was agreed that the Clerk should find out the rates of interest on the National Savings Account and the HSBC bank accounts so that the Councillors can make a decision in November.

 

03/175 - PLANNING APPLICATIONS

The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

Observations Members had no objections but were concerned that the application was inaccurate and that the mistakes should be corrected.

Development Fell cherry (T1-3) and willow (T4) in the Conservation Area

Observations Members had no objections.

It was noted that the Local Planning Authority had granted consent for the following application:

Ref: 03/01740/FUL - Erection of pitched roof extension to side at 70 Millfield Lane by Mr & Mrs C Chisholm.

03/176 - COMMON LAND

A quotation of £490 had been received from Dave Gregory for the trees to be cut back in Riverside Walk. The Councillors agreed to accept this and requested that the work be done as soon as practicable.

Councillor Partington mentioned that some of the trees in the Broad Lane Linear Park are growing into the plastic coverings. Councillor Powell said he would look at the trees and report back.

03/177 - JUBILEE TREE PLACING

The Councillors were advised that there is about £140 left in the Jubilee Fund. They agreed that a woodland tree should be acquired. Councillor Partington was deputed to ask the Millennium Green Committee, at the meeting on 22 October, if the tree could be planted on their land.

03/178 - NEW VILLAGE SIGN

It was agreed that a new village sign should be constructed from a millstone similar to the two existing village signs. A site meeting was arranged for 1.00pm on Thursday 23 October at the entrance to Poppleton Park when those present would agree the exact site. The location would be discussed at the November meeting.

03/179 - CONSIDERATION OF ROAD IMPROVEMENTS ON THE A1237 JUNCTION

Various suggestions were made as to how this junction could be made safer. These included a box junction, lane markings, anti-skid surfacing and stop lines. Councillor Bradley agreed to find out the appropriate City Council officer for the Clerk to write to.

03/180 - VILLAGE CLEAN-UP

Councillor Partington reported that 10-15 residents had turned up to help with the village clean-up on 4 October. 36 bags of rubbish had been collected altogether from a variety of locations. The chairman thanked Councillor Partington for making the arrangements.

03/181 - VILLAGE TRAFFIC STUDY

No news on this subject.

03/182 - STAND ALONE PARISH COUNCIL WEBSITE

The YLCA had written to say that NALC is preparing a suggested nation-wide standard type of 'domain name' as used by organisations for their website and email addresses. Local councils are not required to establish a website or have an email address. If a council already has a website (and Nether Poppleton PC does) it would fit alongside a 'domain name' address. One suggestion is that the domain name would end with 'nyorks.gov.uk'. The Councillors had no comments/requests for alternative naming arrangements.

03/183 - REPAIRS TO THE MAIN STREET BUS SHELTER

Ken Falkingham had quoted £12.50 for replacing two tiles in the bus shelter. It was agreed that it should be accepted.

03/184 - REQUEST TO WARD COMMITTEE FOR FUNDING

  1. It was agreed to ask the Ward Committee for a grant of £500 for three trees to replace those in Millfield Lane which have died.
  2. It was agreed not to ask for a grant for highway works by the Church lychgate.

03/185 - REPRESENTATIVES REPORTS

  1. Councillor Partington reported on

  1. The Dodsworth Hall Steering Group meeting held on 7 October. Discussion and suggestions for the use of the hall are still continuing, mention of use as a Post Office was made. The legal aspects concerning the current tenant continue to be discussed. It is not clear if he is or should be paying commercial rates whilst renting the property.
  2. The Poppleton Moat Fields Management Group meeting on 8 October 2003. There was a problem with the payments of rent for fishing. There is a continuous problem with the parking area outside the field in which grass will not grow on the plastic moulded foundation base. The manufacturer of the foundation base is to be consulted.

  1. Councillor Powell reported on the proceedings of

  1. The YLCA Annual Conference at Filey on 20 September. A very well presented speech by John Findlay, the Chief Executive of NALC was followed by four workshops. The Chairman attended the workshop on "providing effective chairmanship" and the Clerk attended the workshop on "legislation for local councils". The AGM followed lunch. After the election of officers there were debates on various resolutions, all of which were approved.
  2. The Ainsty Group of Parishes meeting held on 2 October when discussions included the subjects of the York Local Plan and Green Belt (3rd set of changes), village design statements, concerns regarding the Elvington airfield and Councillor training.
  3. The Ward Meeting held at Copmanthorpe School on 8 October. Only 20 members of the public attended. There was an appeal for suggestions for local improvements which could be funded by the Ward Committee and for ideas to reduce the Council Revenue Budget next year. Members of the Ward Action Team were introduced.
  4. PopSOC AGM on 13 October.
  5. The YLCA Branch Meeting held on 15 October when a presentation was given by Councillor Steve Galloway on York Pride. This covered proposals on cleaning up the City, removal of gum and encouraging local groups to carry out their own environmental clear-up. He also touched on Partnership arrangements and expressed a wish that Parish Councils would work with the City in carrying out the aims and reaching the objectives. The Branch meeting discussed the position of co-opted councillors, national websites, waste management issues and received an update on the distribution of the Local Councils/City of York Council Charter.

  1. Councillor Bradley reported on the
  2. Poppleton Community Trust meeting held on 9 October. The five-year plan asked for by the Parish Council was in the final stages of preparation and will be circulated to all Parish Councillors shortly.

  3. Councillor Hopton

  1. Suggested that the double yellow line in Millfield Lane be extended in order to prevent cars from blocking the exit from the sugar beet factory.
  2. Asked, that now there are to be no more CaP meetings, how often the Parish Councillors would like to receive crime statistics for Poppleton. The Councillors agreed that six-monthly figures would be acceptable.
