MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE TITHE BARN,

03/152 - CO-OPTION AND DECLARATION OF OFFICE

Jacqui Walker was co-opted as a Parish Councillor and signed the Declaration of Acceptance of Office.

03/153 - APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors G A Bradley and C A Partington. Cllr Chisholm had advised that he would be late.

03/154 - DECLARATION OF INTEREST ON ANY MATTERS OF BUSINESS

No interests were declared.

03/155 - ELECTION OF VICE-CHAIRMAN

It was agreed that this appointment be deferred.

03/156 - ANNUAL APPOINTMENTS

These are now filled.

03/157 - CONFIRM MINUTES OF THE COUNCIL MEETING HELD ON 18 AUGUST 2003

The minutes of the Parish Council meeting held on 18 August 2003, having been circulated, were approved and signed.

03/158 - MATTERS ARISING

  1. Clerk's Contract of Employment (Min. 03/116a)
  2. The Clerk reported that his Contract of Employment with Upper Poppleton Parish Council had been agreed and signed. It was agreed that a similar document for NPPC be circulated round the Councillors so that they all would have the opportunity of seeing the document before it was agreed and signed.

  3. Access over common land - easement (Min. 03/116b)

No news on this subject.

  1. Allerton Drive notice board (Min. 03/116c)

David Palmer had almost completed the new notice board and it would be in place within the next two days. The total cost would be £100 to which the Councillors agreed.

  1. Common Land grass cutting (Min. 03/116e)
  2. The Clerk reported that he had had a quotation for cutting the grass each month from September to November. The councillors agreed that the grass should be cut once more, in October, this year.

  3. Common Land verge cutting (Min. 03/128)

The grass between Ousemoor Lane and the pumping station has now been flailed.

  1. Review of Parish trees (Min. 03/144)
  2. Dave Gregory will be reviewing the condition of the trees soon.

  3. Mill Bank House easement (Min. 03/145)
  4. A letter has been received from the solicitors of the purchaser of the above property saying " I am seeking my clients’ further instructions, but my understanding of the position is as evidenced by the Assignment that the application is now ours to conduct and our clients require an easement subject to agreement of the cost, with you and your Council." The Councillors agreed to let developments take their course and allow Graeme Burn to continue negotiations on behalf of the Parish Council.

  5. Refurbishment of village name signs (Min. 03/147)
  6. A response on the cost of replacing the "NETHER" and "POPPLETON" signs is awaited from the City Council.

  7. Allerton Drive land - proposed works (Min. 03/148)

Councillor Powell and the Clerk had cleared the area of self-seeded sycamores and suckers, pruned back bushes and crown lifted the trees. John Pannell had strimmed the vegetation.

At this point in the agenda Councillor Chisholm joined the meeting.

03/159 - CORRESPONDENCE

03.159.1 The Clerk read the following item of correspondence

A note from the Police Ringmaster to say that two bogus workmen have been trying to enter houses in and around York. They are linked to a white Ford Transit Van registration R613 EWX. Please phone the police on 631321 if you see the men or the van. There has been a sharp increase in thefts of bicycles from insecure sheds and garages so please be vigilant.

03/160 - FINANCE

  1. Financial Report

The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 15 September 2003. The report reflected the receipts and payments below. The bank balances at 15 September were:

It was agreed that the money received from the Section 106 payment for Millfield Gardens should be shown separately on future monthly Financial Reports.

03/161 - PLANNING APPLICATIONS

The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting. The following new application had been received since the August Parish Council meeting.

Ref: 03/02917/FUL - Conversion of farm buildings to residential use at Woodhouse Farm, Lords Lane by Grantley Development Ltd.

No planning applications had been passed or refused by the City Council since the August meeting.

03/162 - DODSWORTH HALL

Councillor Powell reported that a steering Group meeting was held on 11 September. Progress is steady. Legal opinions have been obtained on the building and its present circumstances.

A survey report has been received indicating the amount of work that needs to be carried out. It was agreed that the charity name should be "Friends of Dodsworth Hall, Nether Poppleton". An application form for charitable status is to be prepared together with fundraising applications. The next major hurdle will be the preparation of the Constitution.

03/163 - COMMON LAND

A letter had been received from a resident in Riverside Walk asking for the trees to be cut back to allow light into her back garden. The Councillors agreed that Dave Gregory should be asked to look at the problem and advise the Parish Council on the action that needs to be taken.

03/164 - APPOINTMENT OF SCHOOL GOVERNOR TO POPPLETON OUSEBANK SCHOOL

It was confirmed that Councillor Robinson has been accepted as a Co-opted School Governor.

03/165 - REPRESENTATIVES REPORTS

Councillors Powell and Hopton gave a report of the proceedings at the Virtual Team meeting held on 10 September.

03/166 - FORTHCOMING MEETINGS

It was agreed that in future minutes the list of forthcoming meetings should show the Councillors who would be attending the meetings and that a list should be circulated to all Councillors.
