03/056 - DECLARATION OF INTEREST ON ANY MATTERS OF BUSINESS

There were no declarations of interests.

03/057 - APOLOGIES

There were no apologies for absence.

03/058 - MINUTES

The minutes of the Parish Council meeting held on 17 March 2003 were approved and signed.

03/059 - MATTERS ARISING

  1. Section 106 Developments - Poppleton Park (Min. 03/045a)
  2. There was no news about the railings. It was reported that the developers had done very little landscaping work in Poppleton Park.

  3. Improving The Use Of York’s Rivers And River Banks (Min. 03/045b)
  4. The Clerk reported a conversation with Robin Carr, the City Council's Rights of Way Officer who is leaving the Department in July. There are no funds in his budget to implement the proposals for the footpath by the side of the river. Funds would be needed to pay for the "legal orders" involved. Mr Carr suggested that future funding would be more likely if the path was open to multi-users i.e. it would be a bridleway. The Councillors disagree with the idea of the footpath being a bridle way. It was agreed that the subject should be put on hold until after the new City Council was elected on 1 May 2003.

    A copy of the City Council's "Making use of York's rivers and river banks - an interim report of the Leisure Scrutiny Board" had been received and it was agreed that it should be circulated to members.

  5. Reception For Ron Hansell (Min. 03/045e)
  6. It was reported that invitations for the Reception on 25 April had been sent out and over 60 acceptances had been received to date. Mr Hansell has chosen a painting of Main Street, Nether Poppleton for his presentation. The picture was painted by David Stephenson, a local artist. The Councillors agreed to pay the cost of the presentation. The Chairman said that the food and wine was arranged and that there would be a card for guests to sign. Arrangements have been made for Mr Hansell and his guest to be collected from their home in the civic car. They will accompany the Lord Mayor, Councillor David Horton and his daughter, the Lady Mayoress, to the Tithe Barn.

  7. Parish Councils Open Day (Min. 03/045f)
  8. The Joint Parish Open Day had not been successful in attracting sufficient residents to make it necessary for an election to be held on 1 May. Four of the current Councillors had put their names forward but no other resident had. The Clerk reported having written to the secretaries of 24 local organisations of which 19 had booked a table in the Methodist Church Hall at the Open Day. The event was well attended with more people coming in the morning than the afternoon. The feedback from some of the organisations taking part was that they considered the event to be successful and would like another Open Day to be held next year. The Chairman thanked Councillor Acomb for preparing his display on the Moatfield.

  9. Millfield Lane Cycle Lane (Min. 03/045g)

The City Council had replied to the Clerk's letter to say that the officers are considering further consultation with the school and the students who live in Poppleton to ascertain why they travel as they do now and gauge the demand for and likely use of any additional cycling facilities. They are reviewing options for the junction with Long Ridge Lane to identify how best to provide a safe crossing point for cyclists and pedestrians whilst maintaining the rural characteristics. Once they have assembled the additional material a site meeting will be arranged for Parish and Ward Councillors to attend.

  1. Broad Lane Linear Park trees (Min. 03/046e)
  2. The Clerk reported having sent Jonathan House the information requested only to be told that three quotations would be needed before the Ward Committee money would be paid to the Parish Council. Jonathan said that "… it's difficult for me to ascertain whether this is a speculative application or a genuine one where the payment of funds is crucial to the project going ahead. …. Before paying out, I need to be able to satisfy our auditors that we are paying out for what has been asked for and not just boosting the PC's coffers by £200."

    It was agreed to defer discussion until the meeting in June when the City Council will have reviewed the working of Ward Committees.

  3. Access over common land - easement (Min. 03/051)
  4. The new owners of Woodside have agreed to pay up to £350 plus VAT for the legal costs that will be charged by the Parish Council's solicitors for drawing up the easement. The Councillors agreed that Burn & Co should proceed to draw up the easement.

  5. Parish Council website (Min. 03/053)

The Clerk reported that the Parish Council's website is now on-line and up-to-date and contains the items agreed by the Councillors. The Councillors agreed that the report given by the Chairman to the Annual General Meeting should be put onto the website.

 

The meeting was adjourned between 8.00pm and 8.50pm for the Annual Parish Meeting to take place.

The Clerk had circulated a detailed list of current outstanding planning applications prior to the meeting.

03/064 - REPRESENTATIVES REPORTS

  1. Councillor Powell reported on the proceedings at

  1. The Village Halls Conference at Pool-in-Wharfedale Village Hall on 5 April 2003. It was a well-organised event. In the morning an interactive session dealt with how the Halls could be better served by YRCC and which emphasised their problems.
  2. There was a selection of four seminars in the afternoon.

    To close the conference Ian Strong took the members through 'working within our constitutions'.

  3. The CPRE meeting held on 17 April. This was poorly attended but those present welcomed the information provided by Dr Guy Woolley, Chairman of the York and Selby Branch. A long discussion covered many matters of interest.
  4. The Ward Committee meeting held at Askham Bryan Village Hall on 16 April. Much of the allocated time was taken up discussing Waste Recycling and seeking a volunteer from each village to help make arrangements to deal with Green Waste (not kitchen sink rubbish).

  1. Councillor Acomb reported on

The York Open Planning Forum meeting held on 15 April. At a meeting to be arranged in June the subject will be how the Forum can help Parish Councils with their planning problems.

 

03/065 - CLERK'S CONTRACT OF EMPLOYMENT

The Councillors discussed the various comments made about the Clerk's proposed contract of employment. It was agreed that with two minor changes the contract should be accepted and signed.

03/066 - CAR PARKING ON THE GRASS VERGE IN MILLFIELD LANE

There was a discussion on the problem of cars being parked on the verge at the north side of Millfield Lane. This has happened overnight on occasion. Concern was expressed that the verge would be used for parking when the new football field comes into use. It was agreed that the police would be informed if the problem of parking becomes serious.
