03/024 - APOLOGIES
Apologies for absence were received from Cllr. K Horner.
3/0025 - MINUTES
The minutes of the Parish Council meeting held on 20 January 2003 were approved and signed.
03/026 - WORK OF THE CPRE: SLIDE PRESENTATION (Min. 02/241)
It was agreed that the CPRE give their slide presentation at the Community Centre at 7.30pm on Wednesday 16 April
03/027 - SECTION 106 DEVELOPMENTS - POPPLETON PARK (Min. 03/005)
Councillor Hopton reported that all the Section 106 money can be applied to the purchase of railings round the play area in Poppleton Park. There has been a long delay in obtaining the Section 106 payment. Councillor Hopton is still actively pursuing the money and hopes it will be in the Parish Council's hands soon.
03/028 - RESTORATION OF BUS TERMINUS TO LORD NELSON INN (Min. 02/231)
It was reported that the new timetable for the No.10 bus shows the Lord Nelson stop as being the terminus. There were reports of several instances of buses not stopping at the terminus. The Councillors agreed to keep a watchful eye on the subject.
03/029 - IMPROVING THE USE OF YORK’S RIVERS AND RIVER BANKS
No progress had been made on the provision of a footpath along the river bank from the moatfield, under the A1237 and returning as the City Council's Public Rights of Way Department had been short staffed for some time. It was hoped that an increase in staff would enable the footpath to be restored. It was agreed that the Clerk should write to the City Council expressing the Parish Council's wish that the footpath be restored.
03/030 - CITY OF YORK LOCAL PLAN: 3RD SET OF CHANGES
The large pack of changes had been received from the City Council. It was agreed that Councillors Powell, Acomb and Bradley would meet to discuss the Local Plan, make propositions, produce a draft to be circulated and that the Clerk would make a formal response for the Parish Council.
03/031 - SPEEDING THROUGH THE VILLAGE
The chairman read a letter from Roper Langford giving details of an article in a recent Sunday Times Drive section about a radar speed gun which is available for hire. A copy of the article was available and was to be circulated round the Councillors together with a letter from the Chief Constable to Peter Evely of the City Council. The speed gun has been used by volunteers in the South of England with some success. The Councillors discussed the idea and deputed the Clerk to write to Mr Langford to thank him for his letter. Councillor Hopton also agreed to write to Mr Evely. Interactive display signs were considered and it was agreed to keep these under consideration.
03/032 - POST BOX IN POPPLETON PARK (Min. 03/014)
The Post Office had written to say that they will not be putting a post box in Poppleton Park. Councillors could not accept this decision and it was agreed to keep the subject under review.
03/033 - FINANCE
Prior to the meeting the Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 12 February 2003. The report reflected the receipts and payments below. The bank balances at 17 February were:

After discussion it was agreed to increase the precept for 2003-04 to £11,000 from the £7,365 agreed at the Parish Council meeting in January. It was agreed that the increased precept was needed to fund the budgeted increase in expenditure. The revised precept would see a £1,000 reduction in reserves if the forecasted budgeted income and expenditure proves to be accurate.
03/034 - PLANNING APPLICATIONS
Consideration was given to the following new applications:

03/035 - REPRESENTATIVES REPORTS
Poppleton Community Trust
Councillor Powell reported the proceedings at the Executive Committee meeting held on 6 February 2003-02-27
Councillor Powell reported on the proceedings at the Community and Police Group meeting on 22 January.
Councillor Acomb reported that he had attended a presentation at the Guildhall on 27 January entitled "The City of York Council's Vision of the Future for the Ouse, Foss and Derwent".
03/036 - FORTHCOMING MEETINGS
There is to be a Yorkshire Rural Community Council Parish Government Conference at Scarborough from 28 February to 2 March. No Parish Councillor would be attending.
03/037 - RECEPTION FOR RON HANSELL
It was suggested that a reception be held on Friday 25 April at the Tithe Barn at 7.30pm. Councillor Powell agreed to obtain a price for a finger buffet. It was expected that there would be about 70 guests on the evening. Councillor Lloyd agreed to look into the provision of invitations and report back. Councillor Hopton agreed to provide a list of those people who had signed the nomination form. Councillor Powell offered to help with addresses for these names. Councillor Powell agreed to confirm that the date was suitable for RH and that the Tithe Barn was available.
03/038 - PARISH COUNCIL OPEN DAY 22 MARCH
It was reported that Upper Poppleton Parish Council is holding an Open Day in the Methodist Church Hall to advertise the fact that there will be Parish Council Elections on 1 May 2003. UPPC will be displaying various aspects of the work of the Parish Council with the aim of attracting candidates for the election. Many local organisations have been written to advising them that they can have free space in the Church Hall. UPPC had asked if Nether Poppleton Parish Council would like to take part in the Open Day. The Councillors agreed that they would like to take part. The Councillors agreed to prepare various displays and attend the Open Day.
03/039 - ACCESS OVER COMMON LAND
Discussion on this subject was deferred until another meeting.
03/040 - A59 CORRIDOR
The fact that unofficial development has been taking place along the A59 was discussed. It was agreed that this subject was allied to the Local Plan and that the sub committee would review the situation.
03/041 - DATE OF NEXT MEETING
Monday 17 March 2003 at 7.30pm.
To avoid Easter Monday the April meeting will be on Tuesday 22 April 2003.
